SUBJECT: Consider a Request to Change the Name of a Portion of
Peach Hill. Road to Mesa Verde Drive
Discussion
The City is receipt of a request (Exhibit 1) from Mr. Kenneth
Sherman, representing the Moorpark Unified School District, to
change the name of the east -west segment of Peach Hill Road, as
shown on the map attached as Exhibit 2, to Mesa Verde Drive.
Mesa Verde Drive is the name of the westerly extension of this
street. Also, the name proposed for the new Middle School on this
street is Mesa Verde School.
It is anticipated that the cost to change all of the street name
signs affected by this action is approximately $1,000. The
administrative cost to process this request is estimated to cost an
additional $500.
A letter (Exhibit 3) was sent to all of the properties (Exhibit 4)
which would be affected by this street name change. That letter
notified those parties that the City Council was going to consider
this request on January 5, 1994.
If the City Council wishes to formally consider acting on this
request, it will be necessary to schedule a public hearing to
consider adoption of a resolution in accordance with the
requirements of Section 34091.1 of the Government Code of the State
of California. Official notice will be sent to the above list of
properties (Exhibit 4) plus other affected agencies.
Recommendation
If the City Council wishes to formally consider the subject
request, it is recommended that staff be directed to schedule the
required public hearing and notify all affected parties as
prescribed by law, upon receipt of $1,500 to cover administrative
and implementation costs.

I SPOKE TO STEVE KUENEY LAST WEEK AND HE SEEMED TO THINK IT WOULD NOT BE A
PROBLEM THE MAIN OPPORTUNITY WOULD BE TO COME UP WITH THE MONEY TO PAY
FOR THE RENAMING OF THE STREET: STEVE TOLD ME IT WOULD COST APPROXIMATLEY
$1040 PERHAPS LESS BUT NOT MORE CALTRANS REQUIRES A LIGHTED SIGN AT MAIN
INTERSECTIONS SO THE PEACH HILL ROAD SIGN THAT IS CURRENTLY AT SPRING ROAD
AND PEACH HILL ROAD WOULD OF COURSE HAVE TO BE REPLACED. THAT WOULD BE
THE MOST COSTLY OF THE SIGNS, THE OTHERS THEN WOULD BE OF COURSE LESS
COSTLY.
STEVE KUENEY THINKS THAT MAYBE THE ONLY STUMBLING BLOCK TO THE PROPOSED
CHANGE

re: Proposal to Change the Name of Peach Hill Road
[East -West] to Mesa Verde Drive
Dear Sirs,
Mr. Ken Sherman, representing the Moorpark Unified School
District, has requested that the City consider changing the
name of the east -west portion of Peach Hill Road to Mesa Verde
Drive. The name of the new Middle School which fronts this
street as it continues east of Spring Road is Mesa Verde Middle
School. Coincidentally Mesa Verde Drive is also the name of
the street as it continues west of the north -south portion of
Peach Hill Road.
This is to advise you that the City Council will consider this
request at their regular meeting scheduled for 7:00 p. m.
Wednesday, January 5, 1994, in the Council Chambers at 799
Moorpark Avenue. If the City Council determines that the
subject request should be considered further, the matter will
be scheduled for a formal public hearing at a later date to be
determined.

re: Proposal to Change the Name of Peach Hill Road
(East -West) to Mesa Verde Drive
Dear Sirs:
To begin, please let us introduce ourselves: We are one of the seven families who live on Peach
Hill Road and would be affected by the above mentioned proposal. Our name is Jotsef and Lisa
Nagy, and we live at the 13489 Peach Hill Road address. For the following reasons we strongly
oppose the proposed name change:
1. Inconvenience: we are established at this address and the name change would mean that we
would have to change all of our: a. House - related records: ownership, insurance, tax, and
mortgage records; b. Address changes at the following places: financial institutions, DMV,
jobs, family and friends, business partners, utility companies and every place where we need
to have our address on record. All of these changes inherit the possibility of errors, lost
business and vital information, the financial and time expenses and the difficulty of
implementing all of these changes along with our struggle to make a living and an already
dense daily schedule. If these changes proposed, and would be carried out by the City of
Moorpark, would cause us loss of business, vital information, financial or time expense, we
would be forced to seek legal action for our damages_
2. We run a home -based business (Business Graphics #HOP- 91 -24, Permit # 9293- 3044).
An address change would be a major financial inconvenience —it would cost us over $1,(x)0 to
make the necessary changes to letterheads, 1"usincss cards, envelopes and necessary business
records and stationery. Our clients correspond with us in some cases through mail. The
address change will result in financial and time expenses, and can cause confusion and loss of
potential business —for which we will have to seek reimbursement from those who caused the
damages.
3. Historical: Peach Hill and Peach Hill Road was named over thirty years ago. It was one of
the first housing tracks in the area and I (Lisa) have always been proud to live on "The Hill" as
it was commonly referred to. In fact I was horn in the house that sits on 13489 Peach Hill
Road 29 years ago and still am proud to say I live in the same house and plan to build a family
here --on Peach Hill Road. The City of Moorpark takes pride in its history and wants to make
sure everyone remembers the past. An indication of this is the preserving and rebuilding of
High street, Mooipark's oldest street. Why would we want to destroy an equally historical
name of Peach Hill Road in favor of "Mesa Verde Drive "? What is that name mean anyway`?
Ask anyone vaguely familiar with Moorpark— living anywhere in the surrounding
cities —where is Peach Hill Road? They will tell you. Now, tell me where is Mesa Verde
Drive?
4. Sentimental Reasons: The name Peach Hill Road holds a sentimental value to all of us long
term residents of "The Hill, " and especially of this street. We have sat back and watched our
quiet rural town along with its beautiful views disappear, all for the prosperity of the growing
city, and now you want to take away the only thing we have left of our rural past , the name of
our street! Its a great name, its is our past and it does not deserve to be changed. It is the last
symbol of our past. Don't take this away from us. Mesa Verde School was built less than a
year ago; what right do they have to change the history of the past thirty years? From the
heart —I do not want to tell my children that "This used to he Peach Hill Road."
For the reasons given above we do not want this name change to take place. We are prepared to
stand by our views and preserve Peach Hill Road.

BACKGROUND
The Planning Commission held its regularly scheduled meeting on January 3, 1994. At
the end of its regular business, by a unanimous vote, the Planning Commission decided
to add an urgency item to their agenda with the finding that the issue had arisen after the
posting of their agenda. The Planning Commission then discussed the Peach Hill Road
name change which is a Council agenda item on the Council's January 5, 1994 agenda.
DISCUSSION
The Planning Commission expressed the following concerns:
• The name of the street has historical significance in Moorpark and is inexorably
tied to the Peach Hill area.
• There area legal ramifications related to the name change regarding title reports
and other legal documents.
• A certain amount of confusion will be created with regard to local residents and
public safety personnel.
• Maps within the City, the County, and region will have to be changed.
RECOMMENDATION
The Planning Commission would strongly recommend to the City Council that it not
change Peach Hill Road to Mesa Verde for the reasons stated herein.

Duffy. Apparently, in your enthusiasm for processing this matter,
you misunderstood what I said to you.
I did not say changing a street name would not be a problem. I did
say that the City has a process for considering your request. We
did discuss that if this change is to be approved, you would
probably need concurrence of all residents and the two churches
with Peach Hill Road addresses on the east /west portion of the
road. I said that obtaining this concurrence, not the payment for
changing the street names, would be the major, but not the only,
hurdle.
If approved, the City would expect to be reimbursed for the cost of
processing the change including all costs for the required change
of street name signs. The rough cost estimate for changing street
name signs is $1,000.00.
In preparation for this matter to be considered by the City
Council, the City will be sending a letter to the affected
residents, the two churches, and the four area HOA's advising them
of this proposal. The letter will be sent out the week of December
20.

SUBJECT: Proposed Street Name Change for East /West Portion of
Peach Hill Road
Moorpark Unified School District has enlisted Mr. Ken Sherman to
approach the City to seek a name change for the east /west portion
of a Peach Hill Road. The proposed name is Mesa Verde Drive.
This is the name of the New Middle School. As you know, the
street west of the north /south and east /west transition of Peach
Hill Road is currently named Mesa Verde Drive.
In my recent discussion with Mr. Sherman, we agreed that this
matter will be placed on the City Council's January 5, 1994
agenda. During our discussion, I informed him in the event the
name change is approved, I would recommend to the Council that
the School District pay the City for all costs for processing the
change including the purchase and replacement of new street name
signs. I also informed Mr. Sherman that the concurrence of all
affected persons (i.e. the two churches and those residents
fronting on Peach Hill Road) would most likely be needed before
the change would be approved.
A copy of Mr. Sherman's December 1 letter to Tom Duffy is
attached. Mr. Sherman somewhat mischaracterized my comments
since I did not say it would not be a problem. I told him that
usually the primary hurdle is obtaining concurrence from those
with an address on the street proposed for a name change not the
payment for changing the street signs. I will be sending Mr.
Sherman a letter to clarify my comments.
In preparation for the January 5 agenda item, City staff will
send a letter to the two churches, the four area HOA's
(Marlborough, Design Editions, Peach Hill and Parkview Estates)
and the residents fronting on the east /west portion of Peach Hill
Road informing them of the School District's request.
Please let me know if you would like additional information on
this matter.
