SUBJECT: Consider Conceptual Design for Villa Campesina Park.
BACKGROUND
The neighborhood located south of Los Angeles Avenue and east of Liberty Bell
Road, is known as the Villa Campesina area. These homes were constructed as a
self -built project, through a cooperative effort with the Cabrillo Economic
Development Corporation (CEDC). Part of' the conditions of approval for this
housing development was that the CEDC and the residents were to build a park on
the adjacent 1.5 acre parcel (see attachment).
The City and CEDC have been meeting on this project over the years. The City's
function is to review and approve the park design, however, construction costs for
the park will be the responsibility of the homeow-net's and CEDC. After acceptance
of the park improvements the City will maintain the park as part of' the City's park
systetn.
The CEDC has retained a landscape architect, William Morgan. lie was present at
the Parks and Recreation Commission meeting on December 13, 1993 and
presented a preliminary conceptual design of the park to the Commission. This
design incorporates some of the elements that were suggested by the neighborhood
residents approximately 2 years ago. It also accommodates the City's plan to
provide for parking to complement the planned pedestrian bridge. Since that time,
some of the homes have been resold, and the commitment from the residents to
assist in building the park may not be as strong as it was in the past. Residents of
the Villa Campesina neighborhood were informed of the meeting on the 13th, and
approximately 15 residents a )pcared at the Commission meeting. Overall, the
design was met favorably by tie residents, who expressed their gratitude that this
protect is moving forward. The residents asked that consideration be given to
additional security lighting in the park. They also had concerns regarding the
[Ipedestrian bridge to the Arroyo Vista CominumIN Park, and the potential use of the
bridge at night. "l'hey asked that the bridge and the park he secured at night. It
has always been the plan that the bridge wotilcl be locked as a part of' the daily
closing of the Arroyo Vista Community Park
Cost estimates pre[�aced by the landscape architect prices the construction of all
recommended park im[[lrovenlents at $139,000.00. The CEDC is on a limited
budget and currently Ilas $40,000 available for preliminar design work and
grading. Mr. Ralph Lippman from CEDC is working with the neighborhood in
obtaining donated materials and labor to keep the park costs to a minimum. CEDC:
has already gotten it commitment from Moorpark Beautiful for the donation of' all
plant materials needed for the park. N1r. l.ippinim is exploring the availability of'
CDBG funding for this project. He also indicated that there may be additional
funds above the $40,000. Staff proposes to work with Mr. Lippman to develop a
plan to maximize Phase I construction. In addition to using the volunteer labor of'
the neighborhood residents and donated materials, staff proposes that CEDC seek
support of City service organizations to provide additional volunteer labor;
consideration of waiving the City overhead portion for required plan check and
inspection services of' contract City Engineer and landscape architect services; not
being reimbursed for City staff time including performing of some inspection
services by qualified City staff; and having City park maintenance and public works
staff perform some minor work as was done at Arroyo Vista Community Park and
Virginia Colony Park.
The Commission recommended that the CEDC also consider phasing the park over
a period of three to five years, making improvements as funding becomes available.
The Commission discussed puttin r the basketball Court in the second phase of the
park, however, the residents felt that the court was a primary need to the
neighborhood and should be included in the first phase. The tot lot and some
other hardscape amenities could be done in the second phase of' the park.
The Commission has recommended that the CHN Council approve the conceptual
design of' the Villa Campesina Park and direct staff to work with CEDC in obtaining
the appropriate permits to begin construction. This will initially require City plan
check services, and inspection services during Construction.
RECOMMENDATION
1. Approve conceptual design.
2. Direct staff to work with CEDC: to obtain appropriate permits, donated
materials and services and to provide for plan c ieck and inspection services.
3. Direct staff to work with CEDC to develop it plan to provide for construction
of' as much of' the proposed improvements as feasible with Phase I and to
present the plan for Council consideration and approval.

-124. That the 78.5 foot wide Flood Control easement area adjacent to Lots 27,
28, and 56 -62 shall be designated as a recreation area by a covenant on
the property deed, consistent with the requirements of the Flood Control
easement.
25. That prior to the issuance of the last occupancy permit, all park
facilities shall be installed and approved by the City of Moorpark.
_ 26. That prior to recordation of the Tract Map, the subject property,
including a maintenance easement for the private park, shall be annexed
to City Assessment District 85 -1. The proposed private park facility
shall be maintained to City standards by the residents of the project.
The City Assessment District 85 -1, shall provide for park maintenance of
this area, to be activated as necessary at the City's option, should the
homeowners not maintain the area in a satisfactory manner. Residents of
the project may be assessed a separate assessment fee, above and beyond
the standard City -wide. assessment, for maintenance of this private park.
- 27. That the only approved use of the recreation area is for passive and
active recreation related uses. Other uses and structures not specified
in the approved plan are not permitted without first obtaining a minor
modification of this permit.
28. That prior to the issuance of a zone clearance for Lot No. 1, plans
shall be approved by the Director of Community Development for the
reorientation of the residence. The driveway for the unit shall be
moved so that ingress /egress is from "II" Street.
VENTURA COUNTY SHERIFF'S DEPARTMENT CONDITIONS:
29. That a licensed security guard is recommended during the construction
phase, or a 6 foot chainlink fence will be erected around the construc-
tion site.
30. That construction equipment, tools, etc., will be properly secured
during non - working hours.
31. That all appliances (microwave ovens, dishwashers, trash compactors,
waterheaters, etc.) will be properly secured prior to installation
during non - working hours. All serial numbers will be recorded for
identification purposes.
32. That landscaping will not cover any door or window.
33. That landscaping at entrances /exists or at any intersection will not
block or screen the view of a seated driver from another moving vehicle
or pedestrian.
34. That prior to issuance of the first zone clearance, landscaping plans
shall be submitted to the Sheriff's Department for review and approval.
