Consider Site Plan for Proposed Library Expansion
As you know the County of Ventura wishes to expand the Moorpark
Library. A part of that expansion project includes the
construction of additional parking on City property west of the
Library building. The County is in the process of preparing
documents, to be presented to the City in the near future, which
will authorize this use of that property.
DISCUSSION
Staff has been working with representatives of the County during
the past several months, providing input into their efforts to
develop the site plan for this project. A copy of the latest draft
of that site plan is attached as Exhibit 1.
A description of the improvements proposed for the new maintenance
storage, as shown on the attached exhibit, are briefly described as
follows:
• a retaining wall to allow room for a driveway to serve the
area;
• a six feet (61) high chainl. ink fence (with gate) around the
entire area;
• new drainage facilities to (:onvey storm water to the south
of the area;
• placement of the existing metal storage containers at the
south end of the area;
• provision for a forty cubic yard roll -off refuse container
at the northeast corner of the area; and,
• a small open area for the storage of equipment and
materials.

It was known from the beginning of the development of this plan
that the project would take a significant amount of the area now
used for the Public Works and Community Services interim
maintenance storage area. Our efforts in working with the County
was to assist them in developing a plan which provided for at least
the minimum needs of the City and which would not contain a fatal
flaw rendering the plan unworkable. It is the opinion of staff
that the attached plan accomplishes that end.
Although the proposed site plan for the remaining maintenance
storage area does meet the minimum needs for this interim facility,
it should be pointed out that the resultant facility is far from
adequate for efficient operations. The remaining open areas will
be barely adequate for the storage of materials, supplies and
equipment or for the maneuvering of vehicles for the loading and
unloading of same. There will not be sufficient open area to allow
for a continuation of the practice of storing debris and/or bulk
materials outside on the ground. Any future needs of this sort
will have to be accommodated at another Location.
Although moving these City operations to a new Public Works Yard is
one of the objectives identified by the City Council, a significant
effort must be undertaken before such a move can be accomplished.
If it were possible to expedite this effort, the problems outlined
above could be avoided.
The purpose of this report is to advise the City Council of the
impacts associated with this proposed project.
RECOMMENDED ACTION
Approve the attached conceptual plan.
