HomeMy WebLinkAboutAGENDA REPORT 1994 0119 CC REG 11E 1 ITEM /I/• E AGENDA REPORT CITY OF MOORPARK TO: The Honorable City Council FROM: Baldemar Troche, Public Works Management Analyst " 'S DATE: January 12 , 1994 (CC Meeting of January 19, 1994) SUBJECT: CONSIDER PROCUREMENT OF A SECOND A POOL CAR OVERVIEW This requests that the City Council approve the acquisition of a second pool car and amend the FY 1993/94 Budget for this purchase. BACKGROUND In October of 1991 , the City acquired and established the use of a Pool Car to be used by staff for City business. Since the date of purchase, the vehicle has been well utilized for this purpose. As expected, the vehicle has accumulated limited mileage (16, 059) due to its use for short trips around the City. However, the frequency of use justifies the need for pool cars. Other than field personnel and those staff members who receive monthly vehicle allowances, the pool car is available for use by staff and City Councilmembers for City business trips. The vehicle is utilized every day. During the period when one of the Code Enforcement Officer positions remained vacant, the second Code Enforcement vehicle was used as a second pool car. During this period, the Code Enforcement vehicle was also well utilized as a pool car. It was of particular value when the primary pool car was being repaired. -C2PARK. Need for Additional Pool Car As the number of City staff has increased, the average weekly frequency usage of the pool car has also increased as noted above. If the pool car is being repaired or is being utilized, staff must utilize their own vehicle to meet their transportation demands of the job. Staff receives $0 .28 cents for each mile they drive their personal vehicle on City business. B. Description of Recommended Pool Car Staff recommends the purchase of a demo (like new) four door mid-size sedan for use as a second pool car such as the 1990 Ford Tempo which was purchased with 31 , 306 miles. C. Fiscal Impact It is estimated that the cost of a second pool car will be less than $10 , 000.00. If approved, it is recommended that this amount be appropriated from the Equipment Replacement Fund (account no. 031 . 3 .999. 999) . This fund has a FY 1993/94 balance of $106 , 393 . 22 . RECOMMENDATION (ROLL CALL VOTE REQUIRED) Staff recommends that the City Council take the following actions : 1. Approve an appropriation of funds from the Equipment Replacement Fund (account no. 031 . 3 .999 . 999) in the amount of $10,000.00 ; 2 . Approve an amendment to the FY 1993/94 Budget (account number 003 . 4 . 142.904) in the amount of $10,000.00 for the purchase of a second pool car; and, 3 . Authorize the City Manager to purchase said vehicle not to exceed $10,000.00.
