HomeMy WebLinkAboutAGENDA REPORT 1994 0216 CC REG ITEM 08F l5 477 ITEM T .A _v/4 199 AGENDA REPORT CITY OF MOORPARK TO: The Honorable City Council FROM: Baldemar Troche, Public Works Management Analyst _r DATE: February 4, 1994 (CC Meeting of February 16, 1994) SUBJECT: Consider Approval of a Request for Proposal (RFP) for Engineering Services to Prepare a Traffic Speed Study BACKGROUND Section 40802 of the California Vehicle Code requires, as a prerequisite to the enforcement of any speed law with radar, the preparation, within the past five years, of a traffic speed survey. On July, 1990, City Council adopted Resolution No. 90-701 approving a Traffic Speed Study and enacting certain specified speed limits for certain designated streets throughout the City. That report, and any supplements thereto, enabled the City to use electronic radar devices in the enforcement of speed laws. Traffic Speed Studies are only needed to support those streets with a speed limit higher than 25 MPH in order to utilize radar for speed enforcement. According to the California Vehicle Code, streets deemed residential (including Charles Street, Butter Creek Road, and Pepper Mill Street) have a prima facie 25 MPH speed limit which can be enforced by radar. DISCUSSION A. Need for Study Although the validity of the 1990 report will not expire until October 1995, the condition on many of these street segments have changed affecting traffic patterns. Along Tierra Rejada Road, for example, three traffic signals have been installed and a segment of the road has been widened (Spring Road to Moorpark Avenue) . Traffic patterns have also changed along Campus Park Drive and Collins Drive due to the completion of the Freeway. In addition, Staff has been informed by the Sheriff Department that they are unable to use radar to enforce speed violations on certain street segments throughout the City of Moorpark because the courts have invalidated citations based on speed studies where the posted speed limit is at least 5 MPH less than the adopted speed limit when there are no legitimate street conditions which warrant the lower speed limit. Speed Study - RFP Page 2 Recommended posted speed limits may be 5 mph less than the 85 percentile speed if the speed survey identifies legitimate street conditions which justify the lower speed limit. The Request For Proposal (RFP) will require the consultant to clearly define street conditions which may warrant the posting of speed limit signs which are more than 5 MPH less then the 85th percentile speed. B. In addition, traffic volumes along these two streets have changed significantly with the opening of the Freeway, rendering the current State Traffic Speed Study for these street segments invalid. For these reasons it is recommended that a new Traffic Speed Study to be prepared. The attached RFP stipulates that the Speed Study will be performed in accordance with the standards and requirements of the California Vehicle Code and the California Department of Transportation Traffic Manual. RECOMMENDATION Approve the attached RFP and authorize staff to distribute same to qualified Traffic Engineering firms. \signs\spd_1_94_rpt February 17, 1994 REQUEST FOR PROPOSALS The City of Moorpark is requesting proposals from professional traffic engineering services to perform necessary review and analysis, and to prepare a City-wide Traffic Speed Study. A Scope of Work and a preliminary list of streets to be surveyed is attached. Proposals shall be submitted by 4:00 p.m. on Friday, March 25, 1994. Proposals shall be sealed and marked, "Sealed Proposal: TRAFFIC SPEED STUDY -- DO NOT OPEN WITH REGULAR MAIL. " If you should have any questions, please contact the undersigned. Provide a statement of the purpose and intent of the Speed Study to be performed, with particular emphasis on relevant provisions of the California Vehicle Code. 2. Provide a statement of the methods and procedures to be utilized in the preparation of said study. 3 . Provide a statement of the background and qualifications of your firm as they apply to the work being requested. B. Street Segments The work product shall include all of the street segments shown on the attached chart and map. C. Scope of Work 1. Review and evaluate the attached list of street segments and provide the City with recommendations concerning: A. Should additional speed signs be posted and/or removed; and B. Should additional street segments be added and/or deleted to the survey. 2. Obtain all available relevant traffic volume count data, traffic accident data and road geometric design information. 3 . Analyze relevant characteristics of traffic history and road design factors for all study road segments. 4. Perform field surveys and investigation as required. 5. Perform and obtain radar speed measurements for certain designated street segments as needed. [Note: The number of radar speed measurement locations presently identified, 32, is subject to the review and approval of the City. Adjustment to the fee for adding or deleting will be based on the unit price quoted] . 6. Perform additional traffic counts as required. Develop survey statistics reflecting observed and/or calculated vehicular speeds, including eighty-fifth percentile data. 8. Perform an analysis of the design and/or traffic accident history characteristics of each roadway segment to be surveyed. 9. Develop a list of recommended posted speed limits for each roadway segment, based upon the above findings. 10. Prepare a draft final report and present at least ten (10) copies to the City. 11. As needed, consult with designated City and Sheriff staff concerning the above report. 12. Any additional items requested will be in conformance per the Institution of Transportation Engineer (ITE) manual. 13 . Attend up to two (2) City Council meetings. D. Schedule Submit a bar chart time schedule of the various tasks of work to be performed. Speed Survey Page 3 REQUEST FOR PROPOSALS E. Fee The Consultant's Fee shall be presented in the following form: 1. A base fee for all services less the work described in Item Numbers 2 & 3 below; plus, 2 . A unit price figure for each traffic count location. a. Include the estimated number of traffic count locations anticipated to be required. b.
