Gilbert, Director of Public Works Ly w DATE: February 8, 1994 (Council Meeting 2-16-94) SUBJECT: Consider Bids for the Construction of Asphalt Improvements on Lassen Avenue and at the South MetroLink Parking Lot Driveway OVERVIEW The subject project provides for the construction of asphalt pavement to improve surface drainage in the Lassen alley south of Cornett and McFadden Avenue and to widen the MetroLink driveway on Moorpark Avenue. DISCUSSION A. Description of Projects The contract documents include two separate projects briefly described as follows: Project A: Lassen Alley -- Construction of pavement improvements in the Lassen alley south of Cornett and McFadden Avenue in order to improve the surface drainage in this area. The City recently completed the construction of storm drains to serve the Mission Bell Plaza and surrounding properties. One branch of that system extended to the Lassen alley. That leg of the system was funded 50% by AD92-1 assessments and 50% by a portion of a City payment to the AD92-1 Construction Fund from the L. A. AOC. The improvement plans for that project did not include surface pavement improvements in the Lassen Alley required to provide positive surface drainage to those storm drain inlets. Efforts to negotiate a Change Order with the contractor for that project, were unsuccessful. This work was, therefore, put out to bid as a separate project. Project B: MetroLink Driveway Widening -- Construction of additional pavement width for the South MetroLink parking lot driveway on Moorpark Avenue. Vehicles exiting this driveway turn both left and right. One egress lane has proven to be inadequate for this traffic pattern. The subject project provides for the widening of the driveway to allow for both left-turn and a right-turn exit lanes by creating a dedicated right turn lane. lasn_aw Lassen / MetroLink Pavement February 1994 Page 2 B. Bid Schedules The bidding documents provide two bid schedules to allow the City Council to select between two levels of effort. Schedule I includes all of the work required to construct the Lassen Alley pavement improvements. Schedule II includes all of the work required to widen the MetroLink driveway. The City may award a contract for either Schedule I or for Schedules I & II. C. Add Alternate The plans for the widening of the MetroLink driveway call for the portion of the driveway to be widened to be one hundred thirty feet (130' ) long. This area will accommodate approximately six (6) vehicles. The bidding documents include a Bid Alternate which increases the length of the area to be widened to two hundred fifty feet (250' ) , a length which will accommodate approximately twelve (12) vehicles. With this option there are now three levels of effort for the City Council to consider, summarized as follows: Schedule I: Lassen Alley Schedules I & II: Lassen Alley + MetroLink Driveway (130' ) Schedules I & IIA: Lassen Alley + MetroLink Driveway (250' ) D. Bid Results Attached as Exhibit 1 is a summary of all of the bids received. Project Funding: a. Lassen Alley Improvements: As stated above the storm drain serving this area was funded by AD92-1. Fifty percent (50%) of the cost of the Lassen storm Drain was funded by district assessments and fifty percent (50%) of those cost were funded by a portion of the City's L. A. Ave. AOC payment to the AD92-1 Construction Fund. It is recommended that the cost of the Lassen Alley surface improvements be funded in the same manner. If approved, the final accounting of district costs to be performed by the Assessment Engineer, will show this distribution of cost for this project. lasn_aw Lassen / MetroLink Pavement February 1994 Page 4 b. MetroLink Driveway: It is recommended that a new project be identified for the proposed MetroLink driveway improvements to be funded in the same manner as prior MetroLink improvements, from the Local Transportation Fund (Fund 12) .
