SUBJECT: Consider Changing the Scope of the Spring Road Bridge
Improvement Project from Rehabilitation to Bridge
Replacement
On December 15, 1993, the City Council authorized staff to proceed
with the design of a project to widen and improve the Spring Road
Bridge.
DISCUSSION
At that December 15th meeting, the City Council directed staff to
seek a clarification of a statement made by Caltrans that
rehabilitation funds could not be applied to a bridge replacement
project. That inquiry was made. The response received from
Caltrans is attached as Exhibit 1.
Although Mr. Drake of Caltrans' Division of Structures, states in
the attached letter that he does not support a bridge replacement
project, he does state that Caltrans would approve applying the
federal HBRR funds ($506,000) already approved for bridge
rehabilitation, toward a bridge replacement project. The remainder
of all project costs would ineligible for federal or state funding.
The City has been advised that one of the grant requirements is
that the final plans and specifications must be approved by
Caltrans for advertising for receipt of bids prior to December
1995. In order to meet this deadline it suggested that the final
draft design plans and specifications be presented to Caltrans for
review no later than February 11495 one year from now.
The replacement of the Spring Road bridge is identified as one of
the projects to be funded by the Spring Road / Tierra Rejada Road
AOC. The preliminary cost estimate established for this project
several years ago was $2.5 million. Once a preliminary design is
completed, a more accurate cost estimate can be developed.

The current fund balance for the Spring Road / Tierra Rejada Road
AOC is $567,000 +. This amount plus the HBRR grant is equal to a
little more than $1 million. If the City wishes to proceed with a
bridge replacement project, the present shortfall of funds in this
AOC is over $1.5 million. In order to proceed with a bridge
reconstruction project, it will be necessary to loan the Spring /
Tierra Rejada AOC funds from another source. Other options which
the City Council may wish to consider include assistance from
Carlsberg and other affected developers in funding all or a portion
of the up -front costs and /or the issuance of a debt instrument to
finance a portion of the project.
CONCLUSION
It is recommended that the City Council proceed with a bridge
replacement project, to be funded by the HBRR grant and the Spring
Road / Tierra Rejada Road AOC, with aoc revenues to be determined
as discussed above.
RECONMENDAT I ON
It is recommended that the City Council take the following actions:
1. Approve changing the Spring Road Bridge Improvement Project from
a rehabilitation project to a bridqe replacement project.
2. Direct staff to request that Caltrans confirm partial funding of
this bridge replacement project with federal HBRR funds in the
amount of $506,000.
3. Direct staff to proceed, upon receipt of confirmation of HBRR
funding from Caltrans, with the preparation and distribution of
an RFP for the preparation of a design plans and specifications
for this bridge reconstruction project, and to bring back to the
City Council a recommendation regarding the selection of a
project design engineer.

I have reviewed the letter from the City of Moorpark dated December 17, 1993 and have
the following comments.
The discussions at the field review with Nir. Gilbert involved requests for an HBRR
funded replacement project. This is not possihlc since the sufficiency rating of the existing
bridge is greater than 511. however, the sccnai-W dc•scrihcd in the letter of- December 17, where
we would fund a rehabilitation project with the city fundin- the balance to replace the bridge, is
possible. Administratively, we would fund the ;1111(tunl agI'l'ed to at the field review, and the
remainder of the costs would he considered non participating filr federal funding.
I would like the record to clearly indicate, however, that we do not support the concept of a
bridge replacement at this site. The exlstint-, structure is in very good structural condition. The
main concern of the City of Moorpark seems to he the drift that collects on the piles during
periods of high flow. It is the position of the Division Of Structures that a rehabilitation project
he undertaken, with appropriate measures to mitigate drift collection, (as identified in the required
hydraulic study). included as part of the rehabilitation proicct. However, as stated before, the
Division of Structures would l'und it rrhahilitim(m ioh with the City of Moorpark funding
