HomeMy WebLinkAboutAGENDA REPORT 1994 0406 CC REG ITEM 08FITEM . y' AGENDA REPORT CITY OF MOORPARK 1 / TO: Honorable City Council FROM: Jill Rubin Myers, Solid Waste Coordinator DATE: March 31, 1994 (CC Meeting of April 6, 1994) SUBJECT: Consider Approval of Appropriation of Funds to be Reimbursed by Used Oil Recycling Grant Funds, and the Expenditure of Grant Funds to Purchase Equipment, Promotional Materials and Staff Costs. As you are aware, Moorpark was awarded grant funding, in the amount of $8,462.22, from the California Integrated Waste Management Board (Board) . The purpose of the grant program is to provide funding to local governments to establish used oil collection and recycling programs. The funding may be used to purchase equipment ($4,040.12), promotion of the program ($1,375.00), and staff costs ($3,047.10) to administer the program. The program funding period is January 1, 1994 through June 30, 1995. To be eligible for grant funds, one used oil collection center for every 100,000 residents must be certified or plan to be certified by January 1, 1994. Easy Oil, located in the Park Lane Car Wash Plaza, recently received certification. On October 20, 1993, the City Council approved Resolution 93 -980 authorizing the submittal of the grant application and purchasing of equipment as itemized in the grant application. The Resolution also granted the City Manager the authority to execute any agreements, contracts, and requests for payment. The City will invoice the Board for reimbursement of expended funds on a quarterly basis. Within sixty days of invoicing the Board, the City should receive the grant funds. The grant funds will be accounted for as part of the General Fund. This is consistent with the direction to reduce the number of funds. The expenditures will be accounted for in the General Fund. Such funds include the purchasing of equipment, additional staff hours for the part time Administrative Aide, and additional advertising costs that will be reimbursed with grant funding. Other costs currently allocated in the Solid Waste budget will be offset with the grant funding, such as staff hours for the Solid Waste Coordinator and partial advertising/ promotional costs. For fiscal year 1993/94, staff anticipates the following costs to be expended for the grant program equipment: $2,135.00 (itemized on the next page), advertising $500.00, part -time personnel (Administrative Aide) $630.00, and full -time personnel (Solid Waste Coordinator) $1027.00. Total anticipated program costs for fiscal year 1993/94 amount to $4,292.00. Honorable City Council April 6, 1994 Page 2 Since the program funding encompasses two fiscal years, the remaining grant funds ($4,170.22) will be included in the 1994/95 Solid Waste budget. To purchase equipment, the City has $4,040.12 available in grant funding. In researching Moorpark's equipment needs, Staff worked with Easy Oil and contacted suppliers, used oil haulers, cities, and other quick lube places to obtain equipment and pricing information. Staff received price quotes (that include freight and sales tax) for the appropriate equipment and proposes that the following equipment be purchased: 1 - 240 Gallon Storage Tank $1,200 Lube Cube Double wall bulk storage MacValley Oil, Oxnard, CA. Identification: UL 142 Tank with secondary containment units and UL labels. Product classified by Underwriters Laboratories Inc. 2 - 55 Gallon Storage Drums $ 90.00 Salvas Oil Company, Oxnard, CA Drums will serve as the primary containment unit for contaminated oil. Product approved by Department of Transportation. 1 - Drum Spill Tray $ 45.00 Tri- Valley, Newberry Park, CA 1 - TIF 5050 Combustible Gas Detector $170.00 Johnstone, Thousand Oaks, CA Hand -held sniffer mechanism to detect contaminants (halogen gases, CFC, HCFC, and ethylene) in individual containers. 80 - CLOR- D -TECT #1000 $ 420.00 Foss Environmental, Long Beach, CA These are on -site test equipment strips used to help detect any contaminates found in a drum of used oil. Product approved by ASTM Method No. D5384 and EPA Method No. 9077. 1 - Emergency Spill Quick- Response Kit $ 150.00 Identification: Universal Spill "Haz -Mat Pack ". Tri - Valley, Newberry Park, CA This kit is a 55 gallon plastic container containing the collection materials (adsorbents, gloves, etc.) for spills on land or water which will be provided to the collection center. SUBTOTAL $2,075.00 Honorable City Council April 6, 1994 Page 3 In addition to the equipment listed above, staff proposes to use grant funding to purchase two signs that read, "Used Oil Collection Center ", with an arrow indicating direction of the certified center. Staff has worked with the Director of Community Development to determine the location of the signs. Costs for both signs is $60.00, amounting to a total equipment expenditure of $2,135.00. The balance of the equipment fund ($1,905.12) will be used to purchase other equipment as determined to be necessary once the program is in operation. Staff developed an equipment lease agreement with Easy Oil specifying use and maintenance of any equipment purchased with the grant funds. The Agreement is currently under review by the City Attorney. At a later time, staff will present the Agreement for Council consideration. RECOMMENDATION: (Roll Call Vote Required) Staff recommends that the City Council: 1. Approve the expenditure of grant funds in an amount not to exceed $8,462 to purchase equipment, promotional materials and staff costs as identified in this report. 2. Amend the Fiscal Year 1993/94 budget increasing the following Solid Waste budget line items: $2,135.00 to the Specialized Equipment line item (01. 161.906) , $630.00 to the Salaries Part Time line item (01.4.161.503), and $500.00 to the Advertising line item (01.4.161.625). 3. Direct that the balance of the grant funds be included in the 1994/95 budget as identified in this report.
