Myers, Solid Waste Coordinator Y1111-- DATE: March 22, 1994 (CC Meeting of April 6, 1994) SUBJECT: Consider Update on AB 939 Diversion Status. BACKGROUND _ C• As you are aware, the California Integrated Waste Management Act (AB 939) requires jurisdictions to reduce the amount of waste disposed at landfills - 25% by 1995 and 50% by 2000. B 2494 (1993) made a number of technical changes to AB 939. Most notably, AB 2494 changed the method of measuring progress toward AB 939 diversion goals to measure changes in disposal at area landfills, rather than changes in total waste diversion. The California Integrated Waste Management Board contracted with UCLA to develop the new methodology for calculating AB 939 diversion figures based on disposal. Ventura County was selected by the Board to serve as a model jurisdiction to test the new diversion formula. The County was provided a computer program with the new formula to determine diversion percentages for each jurisdiction and those figures were distributed to each city. The new calculations show that Moorpark is at 31.70% diversion for 1993. The diversion figure represents the reed coon in the amount of tonnage disposed at the Simi Valley Landfill in 1993 compared to the base year (1990) figures as reported in the SRRE. The new methodology also accounts for disposal reductions resulting from changes in the population, employment, and taxable transactions. Previously, the diversion percentage based on current generation was determined by dividing the amount of materials diverted from the total wastestream (disposal + diversion). Using the previous formula based on generation, Moorpark diverted 17% of the wastestream in 1993. Thus the new calculation accounts for the reduction in tonnage disposed at the landfill (31.70 %) , rather than the yearly tonnage amount diverted from the total waste generated (17 %) . Honorable City Council AB 939 Diversion Status April 6, 1994 Page 2 County staff seem confident that the new methodology used for the model jurisdictions will be used to determine compliance. It must be noted that although Moorpark has exceeded the 25% goal in 1993, the new regulations compare the reduction in the amount of tonnage disposed in 1995 and 2000 to determine compliance. Other East County cities also had high diversion percentages for 1993 - Simi Valley had 33% and Thousand Oaks had 32 %. RECOMMENDATION: Receive and file report.
