SUBJECT: Consider the Reappropriation of Community Development
Block Grant ( "CDBG") Funds from Program Years 1991 and
1992 Estimated to be $85,000
As directed by Council on March 16, 1994, staff met with the Budget
and Finance Committee, (Mayor Paul l,awrason and Councilmember Scott
Montgomery), to discuss the reappropriation of CDBG funds in
conjunction with the considerations for use of the anticipated
1994/95 grant. In a separate report to Council, the 1994/95
appropriations are discussed in dotail.
Background
As reported on March 16, 1994, the City set -aside funds for
affordable housing land acquisition from program years 1991 and
1992, and has recently acquired property for this use without
relying on CDBG resources. The need to consider the
reappropriation of these funds is driven by the HUD expenditure
requirement that allows 1.5 grant. years to be held in surplus.
Continuing to hold funds for a project that has already been
initiated could place the City in jeopardy of violating this
requirement. No other sites for affordable housing land
acquisition are currently being proposed.
Discussion
It was recommended by the Committee, that First Street improvements
will be the primary target for the use of CDBG if HUD allows the
City to use funds at this location. If not, the funds are
recommended for use on residential street improvements north of
Charles Street. Staff hopes to hear from HUD regarding the status
of First Street's eligibility before the April 6 meeting, and will
advise the Council of the status )f t_hiF, project at that time.
Recommendation
The Budget & Finance Committee and staff recommend that the Council
reappropriate the 1991 and 1992 CDBG funds originally appropriated
for affordable housing land acquisition, estimated to be $85,000,
for the reconstruction of First Street, and a portion of Bard
Street between First Street and Second Street, including
construction of new curbs, gutters and sidewalks, and /or similar
improvements to residential streets north of Charles Street within
Census Block Group 5.
