SUBJECT: CONSIDER APPOINTMENT TO THE AREA HOUSING AUTHORITY OF THE
COUNTY OF VENTURA
BACKGROUND
The Area Housing Authority Board consists of two Commissioners from
each of the seven participating jurisdictions and one Commissioner
who is a tenant of an Authority housing program. The present
Tenant Commissioner of 10 years, Virginia Hall of Camarillo,
resigned effective March 31.
The Area Housing Authority received six applications from public
housing tenants interested in serving as the Tenant Commissioner
for a two year term, April 1994 to March 1996. From the pool of
applicants, the Authority is submitting for the City's
consideration, the name of Vina June Milburn. Ms. Milburn is a
resident of the City of Moorpark and resides at the Tafoya Terrace.
The Authority has informed us that when four of the seven
jurisdictions served by the Area Housing Authority have confirmed
this appointment, Ms. Milburn will be considered appointed.
RECOMMENDATION
Confirm the appointment of Vina June Milburn or consider another
public housing resident or Section 8 program participant to
appoint.

Dear Mr. Kueny:
The 15- member Board of the Area Housing Authority consists of two Commissioners from each of the seven
participating jurisdictions and one Commissioner who is a tenant of our housing programs. In accordance with
Section 34246 of the California Health and Safety Code, the governing bodies which are party to an agreement to
form an area housing authority have the responsibility to jointly appoint the tenant commissioner. A photocopy of
the language contained in Section 34246.5 of the California Health and Safety Code is enclosed for your review.
While no specific procedure for this appointment is set forth in the code, in 1988 the Area Housing Authority
adopted a procedure for its own use.
The Authority, in response to its solicitation of public housing residents and Section 8 program participants received
six applications from low income public housing tenants interested in serving as the tenant commissioner. The
incumbent Tenant Commissioner of ten years, Virginia Hall of Camarillo, has decided to step down this year when
her term ends on March 31.
The Area Housing Authority is submitting, for your consideration, the name of Vina June Milburn. Ms. Milburn
is a resident of Tafoya Terrace in Moorpark. Enclosed is a copy of her application and materials supporting her
application as Tenant Commissioner. The Tenant Commissioner serves a two year term; the initial term will be
April 1, 1994 through March 31, 1996.
If your Council desires to appoint another person as the tenant commissioner, kindly adopt a resolution naming that
individual. The requirement is that the appointment must he a tenant of a housing program of the Area Housing
Authority. We would appreciate receiving notification of your action no later than April 22, 1994 in preparation
for our Board meeting on April 27. As soon as any four of the seven jurisdictions served by the Area Housing
Authority have appointed one individual, our legal counsel has adv,sed that we may consider that person appointed.

B. Appointment of Tenant Commissioner for Housing Authority
MOTIQ,Nt Councilmember Harper moved and Councilmember Brown
seconded a motion to re- appoint Virginia Hall as the Tenant
Commissioner to the Housing Authority. The motion carried by
unanimous voice vote.
C. Confirm Appointment to the Countywide Planning Advisory
Committee.
CONSENSUS: By consensus the Council determined to continue
the item until Mrs. Wozniak had been contacted.
Mr. Kueny indicated to the Council that staff would report
back to the Council on a mechanism to keep the Council
informed on meetings attended by their appointees.
Councilmember Brown said she would like some further
consideration to improving the lighting situation at the TOPA
project.
Mayor Lawrason said he would like to encourage another 24 hour
police car in the budget.
Mayor Lawrason said he would like a handout prepared which
designates the location of the nearest emergency medical
facility.
11. DISCUSSION /ACTION ITEUSt
A. Consider Purchase of Childrens' Tables and Chairs.
Staff Recommendation: Approve the recommendation.
Mr. Newhouse gave the staff report. He explained that
the Kiwanis Club, through fund raising efforts, had been
able to generate funds for a $300 donation to the City
for youth recreation. He said that adjustable tables
and juvenile folding chairs to be used in the youth
programs would be the best use of the funds. He
recommended that the Council approve an appropriation
of $548.54 from the Recreation Special Events funds to
combine with the Kiwanis donation for the purchase.
The Council indicated their thanks to the Kiwanis Club
for the donation.

incumbent tenant conmissioner who liar indicated her willingness to serve
another term.
The Area Housing Authority is submitting, for your consideration, the
name of Virginia Hall incumbent tenant commissioner, for re- appointment.
The term for Mrs. Hall, a tenant of our Section 8 Existing Housing
Assistance Program, expires on Marcll 31, 1990. Therefore, it is
necessary that a tenant commissioner be appointed for the period
beginning April 1, 1990. If your Council desires to re- appoint Mrs.
Virginia Hall for the two -year period ending March 31, 1992, kindly have
a resolution adopted to make that appointment. If your Council desires
to appoint another person as the tenant commissioner, kindly adopt a
resolution naming that individual. The requirement is that the
appointment must be a tenant of a housing program of the Area Housing
Authority. We would appreciate receiving notification of your action no
later than April 20, 1990 in preparation for our Board meeting on April
26. As soon as any four of the seven jurisdictions served by the Area
Housing Authority have appointed one individual, our legal counsel has
