SUBJECT: Reconsider Design for the Reconstruction of Walnut
Street between High Street to Charles Street
1. Some time ago, in conjunction with the design effort for the
reconstruction of Charles Street, the City Engineer prepared a
design for the reconstruction of Walnut Street between High
Street and Charles Street. That design calls for a pavement
width of forty -six feet (46' and provides for parallel on-
street parking.
2. Last December the City Council authorized staff to proceed with
the redesign of this street (see Exhibit 'A') to increase the
pavement to sixty -four feet ( 6,+ 1 in order to accommodate angle
parking.
DISCUSSION
A. Earthquake Damage
One of the primary reasons for the establishment of angle
parking on Walnut Street was to accommodate the parking needs
of the Mayfair Market. This structure sustained severe damage
during the recent earthquake. It will be necessary for all or
a portion of the Mayfair Market building to be demolished and
reconstructed. This reconstruction effort will have to comply
with applicable City codes -- including providing some amount
of on -site parking. The need for angle parking may no longer
be necessary or desirable depending on the design plan for the
new facility.

B. Committee Review
At their meeting of March 2, 1994, the Public Works, Facilities
and Solid Waste Committee (Councilmembers Montgomery and
Wozniak) considered this matter. After some discussion the
Committee concurred with staff's recommendation to take this
matter back to the City Council with a request that a final
decision regarding the design of the street be deferred until
development plans for adjacent properties are better known.
RECOMMENDATION
Staff and the Public Works, Facilities and Solid Waste Committee
recommend that the proposed redesign of Walnut Street to
accommodate angle parking be deferred until on street parking
requirements are better known.
