SUBJECT: Consider Granting a Right of Entry Permit to Caltrans for
the Widening of the West Side of Walnut Canyon Road at
Wicks Road
BACKGROUND
Some time ago Caltrans approved a project for the widening of Walnut
Canyon Road [State Route 23] near the Wicks Road / Casey Road curve.
The purpose of this project is to improve sight distance and provide
a center left turn lane along this portion of the highway.
DISCUSSION
A. Right -of -Way Acquisition
In order to construct the proposed street improvement project it
will be necessary for Caltrans to acquire certain additional
right -of -way on Walnut Canyon Road. One such right -of -way
parcel is approximately 357 sq. ft. in size and is located at
the northeast corner of the City Hall property. Caltrans has
made a formal offer to the City for this parcel. Staff is in
the process of negotiating the final price. When an acceptable
price is determined, a recommendation regardinq this sale of
this City property will be presented to the City Council.
B. Right of Entry-Permit
It is the intent of Caltrans to proceed with the construction of
this street widening project within the next few months. The
on -going right -of -way negotiations need not delay the
construction of the project. In order to allow the project to
proceed on schedule, Caltrans has requested that the City qrant
Caltrans a Right of Entry Permit (copy attached).
RECOMMENDATION
Staff recommends that the City Council grant Caltrans the subject
Right of Entry Permit and authorize the City Manager to sign said
Permit.
