SUBJECT: Caltrans Cooperative Agreement for the
Moorpark Avenue Storm Drain Reconstruction
BACKGROUND:
Due to the poor drainage and annual flooding in Moorpark Avenue,
the City Engineer was directed to design a storm drain system on
Moorpark Avenue between First Street, on the north, and Los
Angeles Avenue, on the south. Because there are also drainage
problems on Flory Avenue and in the Metrolink parking lot, this
design effort was extended to Flory Avenue and into the parking
lot .
DISCUSSION:
The Moorpark Storm Drain will extend from First St . , on the
north, running southerly across Los Angeles Ave. , and tie into an
existing storm drain approximately 230 ' south of Los Angeles Ave.
The Metrolink Parking Lot drain will extend from the westerly end
of the southerly Metrolink parking lot, run parallel to the
driveway, and tie into the Moorpark drain just north of First St .
The Flory Drain will begin at Flory Ave. , south of Third St . and
run westerly along an existing drainage course between homes, and
tie into the Moorpark Drain. The design improvements include:
Storm drain pipe, catch basins; curb, gutter and sidewalk repair
and restoration, and wheelchair ramps on the east side of
Moorpark Ave; and all appurtenant adjustments and transitions
associated with the improvements .
Because Moorpark Avenue is a State route, staff contacted
Caltrans requesting that they participate in the cost of the
improvements . Caltrans has prepared a Cooperative Agreement by
which they will agree to pay 40% of the storm drain related
improvements in Moorpark Avenue. This includes pipe, manholes,
junction structures, catch basin, and pavement, curb and gutter
restoration. Caltrans has stated that they cannot participate in
the construction of sidewalks, curbs and gutters along Moorpark
Avenue or the extension of drainage improvements beyond State
right-of-way. They have offered, however, to participate in the
construction of wheelchair ramps and the repair of pavement for
drainage related work along Moorpark Avenue.

Attached is a copy of the Cooperative Agreement that has been
prepared by Caltrans outlining the terms and limits of their
participation in the improvements, and an exhibit showing the
limits of construction. A City resolution adopting the
Cooperative Agreement has also been prepared. Both the
Cooperative Agreement and Resolution will need to be approved by
the Council and signed by the Mayor.
Final plans have not been approved by Caltrans, but a preliminary
Engineer ' s estimate for the improvements has been prepared.
Total cost of all improvements will be $1, 146, 000 . This includes
a 10% contingency and design and construction Engineering Costs .
Caltrans has reviewed this estimate and determined that they will
participate 40% of the Caltrans related Storm Drain costs
(excluding the Flory drain, the Metrolink drain, and the curb,
gutter and sidewalk costs) $281, 000 up to a maximum of $300, 000 .
