SUBJECT: Consider Resolution No. 94 Establishing Certain
Parking Restrictions on Poindexter Avenue
OVERVIEW
This presents for consideration a Resolution establishing
certain parking restrictions along portions of Poindexter Avenue
and the property between Poindexter. Avenue and the railroad
tracks.
BACKGROUND
On February 16, 1994, the subject resolution was considered by
City Council. At said meeting, the resolution was referred to
the Transportation and Streets Committee (Mayor Pro -tem Hunter
and City Councilmember Wozniak) for input.
On March 4, 1994, the Transportation and Streets Committee
discussed said resolution and recommended that the easterly
limits of the "No Stopping On or Off Pavement" signs, on the
north side of Poindexter Avenue, be at a point approximately
100' west of Chaparral School. Signage restricting parking for
the area east of said point will be "No Stopping Anytime ". This
will allow parking off the pavement to accommodate youth sports
and school needs.
DISCUSSION
The parking and stopping of vehicles on Poindexter Avenue, and
on the vacant property between the street and the railroad
tracks north of Poindexter Avenue, poses a safety hazard by
hampering the visibility of motorists driving along Poindexter
Avenue. As shown on Exhibit 111, staff recommends that parking
restrictions be imposed to adequately control the safe movement
of vehicular traffic along Poindexter Avenue.

DISCUSSION (continued)
A. No Overnight Parking
It is recommended that "NO PARKING 10PM -5AM" signs be installed
on the south side of Poindexter Avenue along the frontage of the
industrial property extending from Gabbert Road easterly to a
point approximately five hundred seventy feet (5701) west of the
center line of Sierra Avenue. This will allow parking in front
of those businesses during business hours.
B. No Stopping Anytime
To improve motorist safety, it is recommended that "NO STOPPING
ANYTIME" signs be installed on hoth sides of Poindexter Avenue
as follows:
North Side: From a point approximately six hundred feet (6001)
west of Moorpark Avenue to a point approximately one hundred
feet (1001) west of Chaparral School. [Note: Parking is
permitted in front of the businesses located east of these
limits. NO STOPPING ANYTIME restrictions established by a
previously adopted Resolution already exist east of those
business.]
South Side: From a point approximately six hundred eighty feet
(680') west of Cornett Avenue to a point approximately five
hundred seventy feet (5701) west of the center line of Sierra
Avenue. [Note: NO STOPPING ANYTIME restrictions were
established in the area east of "haparral School by a previously
adopted Resolution.
C. No Stopping On or Off Pavement
1. Off - Street -- Section 21113 of the California Vehicle Code
allows for regulation of parking on rapid transit district,
transit development board, or City controlled property. The
property between the street right -of -way and the railroad
right -of -way is owned by Ventura County Transportation
Commission (VCTC). City staff contacted VCTC and suggested
that, with their permission, the City would be willing to
post and maintain signs prohibiting the stopping and /or
parking of vehicles in this area. On January 4, 1994, staff
received authorization from VCTC (Exhibit 121) to proceed
with the posting of NO STOPPING signs on this property.
2. On Street -- It is recommended that the stopping of
vehicles on the street should also be prohibited. The
existing "NO PARKING 10PM -5AM" signs on the north side of the
street are apparently not supported by a City Resolution.

install and maintain "No Parking" signs on the VCTC property on
the north side of Poindexter Avenue near the railroad tracks, as
shown on the attached map.
Thank you for alerting us to the safety concern about residents
using the area for unauthorized parking, and for your efforts to
eliminate the problem.

RESOLUTION NO. 9,. -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING NO
STOPPING ANYTIME, NO PARKING ON OR OFF
PAVEMENT, AND NO OVERNIGHT PARKING ZONES ALONG
CERTAIN PORTIONS OF POINDEXTER AVENUE.
WHEREAS, Section 22507 of said Code provides for the restriction
and /or prohibition of parking and /or stopping on local streets by
local agencies; and,
WHEREAS, Section 21113 of the California Vehicle Code provides
for the regulation of parking on rapid transit district, transit
development board, or City controlled property, and the City has
received a letter from Ventura County Transportation Commission
(VCTC) requesting parking enforcement on certain property located
north of Poindexter Avenue which is under- their control; and,
WHEREAS, the City Council nas determined that parking
restrictions along certain portions of Poindexter Avenue are
necessary and appropriate in order to better provide for the public
health and safety.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:

established on portions of
Poindexter Avenue and on certain vacant
property north of Poindexter
