SUBJECT: Consider Resolution No. 94-
Rescinding Resolution
No. 90 -702 Pertaining to Parking Restrictions in the
Vicinity of Griffin Park and Adopting Revised Parking
Restrictions Relating Thereto
BACKGROUND
1. Prior to the construction of the Route 23/118 freeway connector
project, College View Avenue provided primary traffic access to
the Moorpark College area. There was a large volume of traffic
on this street located adjacent to Griffin Park.
2. A minimal amount of on- street parking for Griffin Park was
provided along the Campus Park, Drive frontage of the park.
Resolution No. 90 -702 restricted overnight parking in this area.
3. The NO STOPPING ANYTIME zone located east of the area described
in Resolution No. 90 -702 was established by Resolution No. 89-
546. The NO STOPPING ANYTIME zone located west of the area
described in Resolution No. 90 -7r.2 was established by Resolution
No. 90 -686. It is proposed t}-1.at. these parking restrictions
remain unchanged.
4. The construction of the freeway connector project included a
Collins Drive interchange to the freeway. College View Avenue
was changed into a cul -de -sac.
DISCUSSION
It is now appropriate to consider relocating the parking for
Griffin Park to the College View Avenue cul -de -sac.
In that the NO STOPPING ANYTIME parking restriction on College View
Avenue was established prior to the incorporation of the City, any
change to that parking restriction will not require rescinding any
prior action of the City Council

The attached resolution also establishes No Parking 10:00 p.m. to
6:00 a.m. zones on the east and west side of the College View Drive
cul -de -sac. This parking restriction is consistent with parking
restrictions established at other city Parks. In that the existing
NO STOPPING ANYTIME restriction on the street segment was
established prior to the incorporation of the City, there is no
need to rescind any prior action cf. the City Council.
RECOMMENDED ACTION
Staff recommends
resolution.
