Consider Acquisition of Computers for Public Safety,
Public Works and Administrative Services
The purchase or replacement of computers is typically appropriated
in the user department. If the computer is for general use it is
appropriated in the Administrative Services Department. With the
Fiscal Year 1993/94 budget, a separate account was established with
an initial funding of $100,000 for equipment replacement. No
requests were made for new computer equipment in the Public Safety,
Public Works or Administrative Services departments for FY 1993/94.
The City previously had two portable computers available for
general staff use. These computers were used to complete work off -
site and after normal work hours. They did not have hard disk
storage capacity, and could not handle advanced word processing
software. They were declared surplus property and given to the
Handicapped Equestrian Learning Program, and the American Legion.
The only computer currently available for such use is the compact
notebook computer assigned to the 'ity Clerk's office.
Staff is requesting the purchase c four notebook computers which
will be assigned as follows:
1. Two for general use.
2. One to the Public Works Department.
3. One to the Administrative Services Department.
The computers assigned to the Public Works Department and
Administrative Services Department would be configured with high
speed modems and remote operation ::software. This would allow the
Public Works Director and the Deputy City Manager to work from home
as needed, operate their desktop computers from a remote location,
and to communicate with a modem oi... fax when they are out of the
office. The two general use computers will be loaded with standard
word processing, spreadsheet and database software which allows
them to be used to complete reports or research. All four
computers and the existing noteboo }. computer assigned to the City
Clerk's Office, will be used to tore database information for
emergency response.
It is estimated that the notebook computers would cost $2,800 each
with an additional $1,200 for n4�cessar,,7 software. Staff is
requesting funding for two of the computers ($8,000) from the
Equipment Replacement account. It is recommended that an
additional appropriation from the Gas Tax Fund be granted for a
Public Works notebook computer and from the General Fund for the
Administrative Services computer.
The Public Safety Department is also requesting an appropriation of
$5,000 from the Police Facilities Fund for a computer and printer
capable of desktop publishing functions. Several members of the
Police Department staff have been trained or have learned on their
own on how to prepare flyers, newsletters, and other documents
which are used for relaying information to the deputies and the
public. The current computer used by the Patrol Sergeant would be
transferred to the Community Services Officer, and the additional
desktop publishing computer would be assigned to the Patrol
Sergeant.

Authorize the purchase of one desktop publishing computer for the
Police Department appropriating $5,000 from the Police Facilities
Fees Fund; appropriate $8,000 from the Equipment Replacement
account to Administrative Services for the replacement of two
notebook computers; and appropriate $4,000 from Gas Tax Funds and
$4,000 from the General Fund to Administrative Services for two
notebook computers.
