SUBJECT: Authorization to advertise for the receipt of
bids for the construction of the Moorpark
Avenue Storm Drain Improvements
BACKGROUND:
Flooding in Moorpark Avenue during heavy rains prompted the City
to direct the City Engineer to study and design storm drain
improvements. After studying the problem, the scope of the storm
drain was extended to include drainage problems on Flory Avenue
and at the new Metrolink parking lot. Because Moorpark Avenue is
a state highway, Caltrans has agreed to participate in the cost
of the storm drain improvements in Moorpark Avenue. The Caltrans
Cooperative Agreement and the conceptual plans were reviewed and
approved by the City Council on 3/16/94 . A traffic control and
detour plan were reviewed by the City Council on 6/1/94 .
It is anticipated that we can have Caltrans' approval of all
plans so we may begin construction late summer. In order to
expedite this plan review, we submitted the plans, including City
Council's comments on the Traffic Control and detour plans to
Caltrans last week.
DISCUSSION
A. Limits and Scope
The Moorpark Storm Drain will extend from the Metrolink Parking
lot on the north, run southerly across Los Angeles Ave. , and tie
into an existing storm drain approximately 230' south of Los
Angeles Ave. The Metrolink Parking lot drain will extend from
the westerly end of the southerly Metrolink Parking lot, run
parallel to the driveway, and tie into the Moorpark drain just
north of First Street. The Flory drain will begin at Flory
Avenue, south of Third Street, and run westerly along an existing
drainage course between homes, and tie into the Moorpark drain.
The design improvements include: storm drain pipe, catch basins,
and; curb, gutter, sidewalk, and wheelchair ramps on the east
side of Moorpark Avenue between First and Third Streets, and
between the railroad tracks and the Metrolink driveway.
This work will include all appurtenant adjustments and
transitions with the existing pavement, sidewalk, and utilities.
Plans and specifications will be submitted under a separate item.

B. Phasing and Traffic Control
The phasing and traffic control plans were reviewed by the City
Council on June 1 , 1994 . The Council's comments were
incorporated into the permit application and forwarded to
Caltrans. Staff is currently working with the residents along
Moorpark Avenue and the School District to coordinate the detours
and construction schedules.
Construction of the Storm Drain in Moorpark Avenue and Los
Angeles Avenue is proposed in four phases:
1 . In Moorpark Avenue south of Los Angeles Avenue.
2. In Moorpark Avenue, from just south of Los Angeles
Avenue northerly to the centerline of Los Angeles
Avenue.
3. From the centerline of Los Angeles Avenue northerly to
just north of Los Angeles Avenue in Moorpark Avenue.
4. In Moorpark Avenue from just north of Los Angeles
Avenue northerly to the Metrolink Parking Lot.
Construction is proposed to begin with Phase 1 and proceed
northerly phases by phase. The specific details for traffic
control of each phase were discussed and approved by the City
Council on 6/1/94 with the following amendments:
1. Coordinate impacts with School District;
2. Survey of residents of Moorpark Avenue regarding night
work;
3 . Rerouting trucks to Grimes Canyon instead of High
Street.
Night work in the intersection of Los Angeles Ave./Moorpark Ave.
and the three requested amendments above have not been included
in the current plans, specs, or contract documents, but will be
included as add-alternates after approval from Caltrans. All
plans have been submitted to Caltrans. Staff has met with
representatives of the Moorpark Unified School District and
Prunner Ambulance Service to discuss the potential impact of the
subject project on their operations. Both stated that they
believed that they will be able to accommodate the anticipated
disruption in traffic patterns.

C. Caltrans Participation
A year ago at this time it was estimated that the Caltrans' share
of the project would be approximately $400 ,000. Since that time,
the City and Caltrans have worked to complete a Hydrology Study
to determine the Cost Share Ratio. That study determined
Caltrans' share to be forty per cent (40%) of eligible
construction cost, not to exceed $300 ,000. The City and Caltrans
have entered into a Cooperative Agreement stipulating this level
of participation by Caltrans. Caltrans eligible costs include
pipe, manholes, junction structures, catch basin, and pavement,
curb and gutter restoration, wheelchair ramps and the repair of
pavement for drainage related to work along Moorpark Avenue.
Ineligible costs include sidewalks, curbs and gutters along
Moorpark Avenue and the extension of the Storm drain beyond the
limits of the State right-of-way.
Final plans have not been approved by Caltrans, but an Engineer's
estimate for the improvements has been prepared. Total cost of
all improvements is estimated to be $1 , 166 ,000 . This includes a
10% contingency and design and construction Engineering costs.

3 . Appropriation
It is recommended that the appropriation of the funds
identified in the proposed FY 1994/95 Budget figures
identified above, be deferred to the upcoming adoption of
next year's Budget.
E. Project Schedule
It is anticipated that a contract will be awarded on August 17,
and that construction will be completed by December 1994 .
F. Traffic Control and Staging Plans
At a recent meeting of the City Council , the draft Traffic
Control and construction staging plans were presented to the
City Council for review. A final detour and traffic control
plan, along with Caltrans and the School District's comments,
will be provided to the City Council when they become available.
RECOMMENDATION:
Staff recommends that City Council take the following actions:
1 . defer amending the appropriations for the subject project to
the adoption of the FY 1994/95 Budget;
2. approve the project design plans, subject to Caltrans'
approval; and,
3 . authorize staff to advertise for receipt of bids for the
subject project.
