SUBJECT: Consider Request for Support Ventura County Economic
Development Association and the Council of Economic
Vitality in regards to the Federal Implementation
Plan
Background
At its April meeting, the Ventura
voted to support, in concept, an
Economic Development Association
Economic Vitality (CEV) to develop
Federal Implementation Plan (FIP).

The FIP was developed by the Federal EPA to identify measures that
Ventura, Sacramento, and Los Angeles counties must take to obtain
mandated air quality standards. It is felt by many that the FIP
contains measures that will be very costly for businesses in
Ventura County to implement - so mi...c:h so that existing businesses
are considering leaving the area.
VCEDA and the CEV have hired consultants to develop alternative FIP
measures and provide a legal analysis. In addition, they plan to
conduct public education workshops and hearings.
In order to complete their efforts VCEDA and CEV are requesting
financial support from both the public and private sectors.
Specifically, the City of Moorpark }-as been requested to contribute
$2,000.
Attached is a copy of a letter frc >m Supervisor Kildee, who also
serves as VCOG's chair, and a summary of the VCEDA and CEV request.
Recommendation
Staff recommends that the City Council decline VCEDA's and CEV's
request for financial assistance t.c develop alternative FIP
measures.
