Gilbert, ttirector. of Public Work FY DATE: June 6, 1994 (Councit Meeting 6- 15 -94) SUBJECT: Consider Proposed Alignment for the Future Extensions of the Route 23 and Route 118 Freeways RUN + • 1T E A number of years ago the City agreed to work with Caltrans on the preparation of a preliminary design for the future extension of Route 23 north of t he freeway connector, and the future extension of the Route i18 freeway west of Princeton Avenue. Pursuant to that informal agreement, the City retained a consultant to pert "orm the aerial topographic mapping required to prepare a design for these future projects, and Caltrans agreed to prepare the preliminary design. The purpose of thes( efforts was to locate and determine the right -of -way requirements for these possible future transportation corridor,. DISCUSSION A. Project Design Caltrans has completed the preliminary design for these projects. A copy of the plans have been provided to the City for review and comment. Those plans have been placed on the walls of the City Council Chambers to allow the City Council, staff and the public an opportunity to review and comment on the proposed design. Some of the elements of this design are summarized as follows: • Both the northerly extension of Route 23 and the westerly extension of Route 118 would be located between the existing freeway connector bridges. • An interchange is shown at. Walnut. Canyon Road to depict the right -of -way take requirements. A decision regarding the construction of ramps at this location has not been made. The City's current Circulation Element does not contemplate ramps at this location. fvy -,x2 Design for Freeway Extension June 1994 Page 2 • The design calls for realignment and widening of Gabbert Road at the freeway interchange. • The design includes a connection to Los Angeles Avenue within the City just west of Butter Creek Road. • An interchange is shown =t. Grimes Canyon Road. • The project extends weste -ly to Balcom Canyon Road. A connection to Los Angels Avenue, west of the rail crossing, is also shown. B. Prior Council Review On May 18, 1994, the City Council considered this matter and requested that it be continued to June 15, 1994, to allow the public an opportunity to provide input. Numerous citizens has viewed the plans. Although no written comments have beer received to date, it is anticipated that some public comments may be expressed at the City Council. meeting. C. Letter From Caltrans Attached as Exhibit 'A' is a Letter from Wallace Rothbart, Chief of Project Studies Branch, Caltrans, expressing some concern regarding an apparent misunderstanding about the status of the project. / <s you know, there are no immediate plans to proceed with the realignment of these State Highways. Certain Newspaper accounts, however, may have given the impression that these projects were imminent. Mr. Rothbart has requested that he be allowed to address the City Counci. to order to clarify these matters. D. Comment to Caltrans Caltrans has requested that the City provide Caltrans with any comments we may have regarding the proposed design. Attached as Exhibit 'B' is a draft letter providing such response. The attached .Letter addresses some of the concerns expressed to staff by some members of the public. It is the intent of staff tc revise this letter based on input received from the City- Council and /or the public.
