SUBJECT: Public Works Projects List ON:
BACKGROUND:
The Project Area Advisory Committee (PAA( ) developed��'.,
Projects which was presented to the Moorpark Redevelopment Agency (MRA)1 on bMar horks
1994. After reviewing the PAAC's list and a list of priorities recommended by staff, the MRA
requested that the Budget and Finance Committee, (Mayor Lawrason and he
Montgomery) meet with the PAAC to review and discuss both lists. The Budget and Finance
Committee met with the PAAC on March 28, 1 q94 and reviewed and discussed both lists. The
Budget and Finance Committee requested thai staff combine both lists showing potentially
available funding sources, and that the combined list be presented to the committee at a future
date for further review. The combined list was considered by the Budget and Finance
Committee on April 13, 1994.
DISCUSSION:
Attached is the combined Public Work Project; List with Committee recommended funding
sources, (Exhibit I).
The Budget and Finance Committee reviewed the combined list and made some changes which
are incorporated in the final combined list. The Budget and Finance Committee's combined list
does not reflect any priority for various projects. but is intended to show which projects
to be considered for MRA funding. need
The PAAC has identified a project, that being a landscaped median for Spring Road, which will
require further engineering studies. Both PAAC and the Budget and Finance Committee
recognize that Spring Road may not be wide enough to have a landscaped median area and the
needed traffic and bike lanes. The feasibilit) of this particular project will need to be
determined after a traffic study has been completed and possibly include consideration of Spring
Road being extended northerly of Charles Street as contained in the Circulation Element. This
project is considered as a low priority project b,,, the Committee.

Consider Support for SB 1477, Statewide Occupancy
Standards
On April 6, Council considered SB A477 (Bergeson), which addressed
building occupancy levels, and voted to delay action on the bill
since it was undergoing revisions. Since then, the bill's
revisions have been completed and Council is being asked to, again,
consider support for SB 1477.
As now written, SB 1477 changes the Uniform Housing Code maximum
occupancy standard by defining the phrase "a room used for sleeping
purposes," to mean habitable spaces designed and intended to be
used as bedrooms. The bill's square footage requirements apply to
bedrooms rather than hallways, dirLng rooms, and other rooms in a
residential unit.
The argument in favor of SB 1477 ,s that many families resort to
overcrowding in an effort to secure affordable housing. Local
elected officials recognize the health and safety problems such
conditions can create but they are unable to adopt more restrictive
occupancy standards. SB 1477 makes the statewide residential
occupancy standards stricter by specifying that the maximum
occupancy formula applies only to oedrooms,.
The League of California Cities is sponsoring SB 1477 and is
requesting support from its member ci *.ies.
Recommendation
Staff recommends that the City Councii support SB 1477, Statewide
Occupancy Standards, and direct the Mayor to communicate the City's
position to the appropriate legislators and legislative committees.

SUBJECT: CONSIDER APPOINTMENT TO THE REGIONAL TRAILS
ADVISORY COMMITTEE
The Regional Trails Advisory Committee was initiated in April 1993
to evaluate and provide guidance in the development of a Regional
Trails and Pathways Program. the Committee's work will be
completed in November of 1994 at which time it is anticipated the
Committee will be disbanded. The Committee meets on the fourth
Wednesday of each month from 7')o prom to 9:00 p.m. at the
Government Center.
Any person selected by the City may, serve as its representative on
the Committee. An appointee need not be an elected official. A
person selected for this appointment will need to commit two hours
each month to attend meetings, and a limited amount of time to
review reports and mailings, prepare for meetings, and perform any
additional tasks which may arise from time to time.
