SUBJECT: Consider Park Names for Downtown Park Site and Vill
CamResina Neighbgrhood .
In November, 1993, the City Councii took action and adopted a Park
Naming Policy for all new park sites. The park site that is
located in the Villa Campesina neighborhood has not been
officially named by resolution c the City Council, nor has the
newly acquired downtown park s 1� s:uth of Poindexter near
Chaparral Middle School.
The Parks and Recreation Commission reviewed these two sites and
have prepared a list of recommended iame3 for the City Council to
review and adopt.
DISCUSSION
At the Parks and Recreation COM- SS10n meeting of June 6, 1994,
the Commission discussed names for both park sites.
In reference to the park site at the Vilia Campesina neighborhood,
staff spoke with neighborhood _representatives regarding their
preference for a name. The neig}- .borhood representatives were in
favor of the name "Villa Campesina Park ". The Parks and
Recreation Commission were in coicur_rence with the neighborhood
request for this name and recomm,}nd:; it -:c:> the City Council for
consideration and adoption.
At the May 2, 1994 Parks and Recreation Commission meeting,
Commissioner Ginger Stratton siggested the park name "Riley
Spencer, Jr. Park" for the name )f the downtown park site. She
provided the following information regarding Mr. Spencer to assist
the Commission in their review of )ark names:

Riley Spencer, Jr. grew up in Moorpark and as an adult, was very
involved in the community. He was a charter member of the
Moorpark Rotary and was a member for 35 years with perfect
attendance. He was a charter member of the Junior Chamber of
Commerce and later as a charter member of the Moorpark Chamber of
Commerce, of which he was presider, several times.
His other civic involvement's ikciuded serving as a volunteer
fireman for the County of Vent.ira, a charter member of the
Moorpark Historical Society, ar.? the 'hairman of the Ventura
County Grand Jury.
Riley Spencer, Jr. was a member of the Moorpark Planning and
Architectural Review Committee -nd later was a Ventura County
Planning Commissioner, all before "tool'park incorporated.
Mr. Spencer was very involved in 'amily and youth activities. He
was a sponsor for Little League,, : >)ccer, Field Hockey and the High
School Baseball and Softball p:- ograms. He was a financial
supporter of the Boys and Girls Clt;b. He was a member of the
Moorpark Methodist. Church, where each rear he donated turkeys,
which he also carved and ser 'ca f r the church's annual
Thanksgiving Dinner.
The Commission took
action to r(

Their first
recommendation would
be to adop�
the name "Riley
Spencer, Jr.
Park ", based on the
information
provided to them.
The second
suggestion is to name
the park "Pc
ndextei Park ".
Per the adopted
policy, the perk names
should
be chosen to
identify an area,
by either identifying a
street or neighborhood
area. Paragraph
#2 of the City adopted Park Naming
Policy states
that "In special
circumstances, p:rk. names

SUMMARY
The Parks and Recreation Commission recommend that the City
Council adopt the name "Villa Campesina Park" to identify the
planned park in the neighborhood of the same name; and further
recommend that the City Councia consider the names of "Riley
Spencer, Jr. Park" and "Poindexte Park" as alternative names for
the downtown park site.
RECOMMENDATION
Select a name for each of the two ub_ect parks.

City Park Naming Policy
(Adopted on Nov(-mber 3 1993)
1. The City Council will direct the Parks and Recreation
Commission to make recommendations on names for all new park
projects during or before par's construction.
2. City parks may be named in a manner which identifies the
geographic location of each park Whenever possible the name
of a street, or the street i.por which the park is located,
may be part of the park name. In special circumstances, park
names could be designated tc recognize a national or
historical event, or a Mo)rpark resident who has made
significant contributions hF• City. .
3. The City Council will cons_de�- ttte Parks and Recreation
Commission's recommendaticris arid w I L1. adopt the chosen park
name by resolution.

SUBJECT: Consider Park Names for Downtown nark site and villa
Cammesina Neicrhborhood nark site
IN November, 1993, the City Council took action and adopted a Park
Naming Policy for all new park sites. The park site that is
located in the Villa Campesina neighborhood has not been
officially named by resolution o• the City Council, nor has the
newly acquired downtown park s._te, south of Poindexter near
Chaparral Middle School. The Ccmmission may want to delay any
decision on the downtown site, sir;ce the conceptual plans have not
been designed, nor have there beer. any plans completed to identify
how the park and the adjacent res,.lent.ial area will interface.
It would be appropriate for the Parks anc Recreation Commission to
study these sites and prepare -=t st. of recommended names for the
City Council to review and adopt
To initiate discussion, staff wou -1 propose the following names be
considered, howver, the Commissi_or may sl.ggest other names as well
for consideration:
Villa Campesina Park Poindexter Park
Campesina Park Disler Park
Per the adopted policy, the perk names should be chosen to
identify an area, by either iden-ifying a street or neighborhood
area. For those reasons, staff s recommending the above listed
names be considered by the Comm:is:icn.
RECOMMENDATION
Direct Staff as Deemed Appropriat
