SUBJECT: Consider Resolution 94 -_ Establishing the
Appropriation Limit for Fiscal Year 1995.
Staff is requesting Council action to adopt the attached resolution which establishes the Appropriation
Limit for Fiscal Year 1995 in accordance with Article XIII B of the State Constitution. Government
Code Section 7910 requires that the City establish it appropriation limit annually by resolution at a
regularly scheduled or noticed special meeting. Thi, meeting has been appropriately scheduled and
noticed to comply with this requirement.
The appropriation limit has been calculated relying orl the State Department of Finance Information
regarding the growth in population and per capita income. The initial appropriation limit is based
upon the corrected actual revenues for Fiscal Year 984 of $2,400,000. Each year's appropriation
limit has been increased based upon the application of Department of Finance growth factors to the
previous year's appropriation limit. The appropriate )n limit for this year is $9,026,828.
Recommendation:
Staff recommends approval of Resolution 94 -_ establishing the Appropriation Limit for Fiscal Year
1995 with the adoption of the Annual Budget.

RESOLUTION NO. 94-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, CORRECTING THE CITY'S APPROPRIATION LIMIT AND
ESTABLISHING THE APPROPRIATION LIMIT FOR FISCAL YEAR 1994/1995.
WHEREAS, Article XIII B of the State Constitution limits
annual appropriations of state anc local governments; and
WHEREAS, Government Code Section 7910 requires that a city
establish its annual appropriation limit by resolution at a
regularly scheduled or noticed special meeting; and
WHEREAS, the City reviewea the Local Agency Formation
Commission original incorporation study and found the initial
appropriation limit was based on er- •oneous assumptions of revenues,
and
WHEREAS, the City has hela. a public hearing to gather
information and testimony regandirig }he correction of the
appropriation limit, and
WHEREAS, after due consider -t.ion a` the testimony and the
facts presented;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
CALIFORNIA, DOES RESOLVE, DECLARE, AND ORDER:
Section 1. The appropriation limit for fiscal year 1983/1984
is corrected based upon the actual revenues of the City in fiscal
year 1987/1988 and is hereby estallished as $2,400,000.
Section 2. The appropriation. limit for subsequent years is
corrected according to the procedure outlined by the State
Department of Finance, considering changes in the county's
population and changes in the stite's price factor and are as
follows.

Section 3. The appropriation limit for fiscal year 94/95 is
$9,026,828 based upon the adjustment of the prior year
appropriation limit by 1.81 percent for population change in the
county and .71 percent for the price factor change in the state as
provided by the State Department (f Finance.
