Gilbert Di r-ctor of Public Works DATE: July 8, 1994 (Council M(- et i nq /-20-94) SUBJECT: Consider Authorization t.o Advertise for the Receipt of Bids for a Project to Make Minor Repairs and Apply a Type II Slurry Seal to Tierr, Rejada Road DISCUSSION A. Background On March 1.6, 1994, the City Cou +,ci) gave: conceptual approval of a project to make necessary rept,drs to, and then apply a Type II Slurry Seal to Tierra Rejada P,)ad from a point west of Spring Road, westerly and northerly to Los Angeles Avenue. Said approval was conditioned upo7 participation by Urban West Communities (UWC), whereby UW,, would reimburse the City for those repairs and improvements constructed within PC -3. California Community Builders (('('B), on behalf of UWC, has agreed to assume the respons_ih its° f=-.r these improvements. B. Project Descri tion The entire length of Tierra Re),ida Road from Spring Road to Los Angeles Avenue is in need 7f resurfacing. It is the recommendation of the City f,ngineer that the method of resurfacing include 1) the r..ymoN,ral and replacement of the asphalt and base material in &,. :stain areas; 2) the filling of minor voids in the pavement wittz asphalt: and /or crack filler as required; and, 3) the applica* )n .,f i Type II slurry seal. Upon conferring with CCB, it wa:. , agreed that the developer would undertake the removal and repla( ement of the asphalt pavement on Tierra Rejada Road with thei.3 - ontr.actor. The scope of that work would be determined b, the City, and the actual construction would be inspecte(ji by the City. Engineering costs cost for determining the scope )f thi.s. work and for inspecting same, would be charged to inspE :,( t. i r fo, :. s previously paid by UWC for these improvements. tr._slry2 Tierra Rejada Road Slurry Seal July 1994 Page 2 It was further agreed that the City would undertake the crack filling and the application of the Type II slurry seal on Tierra Rejada Road as a part of its ,:,cntract. CCB will reimburse the City for these construction czosts, plus a pro -rata share of design, construction administ:ra' fort an(:- :inspection costs related to that construction. The present Scope of Work for 'his project is shown on the map attached as Exhibit 1. The pro-lect includes that portion of Tierra Rejada Road north of t:.h., Arroyo Simi bridge. Pavement deflection testing is being performed )rr this portion of Tierra Rejada Road for the purpose f determining if this roadway segment is in need of an asphalt overlay at this time. That analysis is expected to be compketed within the next one or two weeks. If the results of that analysis indicates that this portion of street is in need c,H an asphalt overlay, this road segment will be omitted from thf ,cope of Work for this project and added to an asphalt over! r 1 rojvct. planned for the near future. In addition, the deflection testing being performed also includes that portion of Los Angeles Avenue east of Collins Drive. If that analysis jidicates that the appropriate resurfacing method for this street is removal and replacement of selected areas, crack filling wnd the application of a Type II slurry seal, it is the recommendation of staff that this road segment be added tc, the Scope " Work, for this, project..
