Consider Resolution 94- , Establishing
Approval of Police Services Fees for 1994/95,
and Repealing Resolution 93 -921.
The City Council adopted Resolution 92 -868 on July 15, 1992,
establishing Police Services Fees. The purpose of the Police
Services Fees was to recoup the cost for police services provided
to individuals or companies, which were not appropriately charged
to the general public. Typically police services are funded by
general fund revenues which are pr_Lmarily from tax sources.
There are many instances when police services are provided for the
benefit of individuals or companies. Some of the services provided
which fall into this category include development plan review,
traffic control, crowd control, special event review, inspection,
emergency response, and false alarm responses. In order to
conserve the revenues provided by the general public for police
services, and to appropriately b..11. those responsible for
additional services, the attached i`= solution is being placed before
the City Council.
The attached resolution updates the Police Service Fees based upon
the new FY 1995 contract rates. Additionally, staff has found that
the administration of the False Alarm Fee was difficult due to the
requirement that exact dollar amounts be calculated for calls after
the fifth call. It is recommended that the False Alarm Fees be
altered so that following the fifth call, each additional call
would cost $100 more than the previc »us calA, up to a maximum charge
of $500. By continuing to step ur the amount of the false alarm
charges, an incentive is provided for the owner to repair or
replace the faulty alarm, and t-.c train their employees in the
operation of the alarm system.
Recommendation
Staff recommends adoption of Resolution 94- establishing
procedures for the review and appr(wjal of Police Services Fees and
repealing Resolution 93 -921.
