SUBJECT: Consider Resolution No.. 94 - _ Establishing
Certain Parking Restrictions on the South Side of Los
Angeles Avenue between Moorpark Avenue and Park Lane

A. Overnight Parking of Trucks

The dirt shoulder area on the south side of Los Angeles,
Avenue between Moorpark Avenue and Park Lane is used for the
parking of large trucks and semi -truck and trailers to allow
drivers to use the commercial services located at the
Moorpark Town Center. It has teen observed that some trucks
park in this area for an extended period of time late at
night and through the early morning hours using the area as
an overnight rest stop.
B. Transportation & Streets Committee
At a recent meeting of the Transportation and Streets
Committee (Mayor Pro tem Hunter and Councilmember Wozniak) it
was recommended that staff pursue efforts necessary to
prohibit the overnight park.ir; of a]1 vehicles along this
dart shoulder area.
C. State Right -of -Way Line
Technically, the southerly right -of -way line for the State
highway is located is locatec:i near the edge of pavement.
However, the dirt shoulder area south of the edge of pavement
is used by trucks and other vehicles on the highway. In
addition, Caltrans maintenan�.:e crews maintain the dirt
shoulder area. For these reasons the dirt shoulder area is
considered to be a part of the state highway for the purpose
of establishinq parking restr rtLDns

D. Parking Restrictions
1. NO STOPPING -- In November of 1991, the City Council
adopted Resolution No. 91 -818 establishing a number of
parking restrictions including a NO STOPPING ANYTIME zone
on the south side of Los Angeles Avenue from a point one
hundred feet east of Park Lane, westerly to a point west
of Butter Creek Road. This NO STOPPING restriction
applies to the frontage of she Circle -K property.
It is recommended that another NO STOPPING ANYTIME zone be
established on the south side of Los Angeles Avenue from
Moorpark Avenue westerly t(:a a point approximately two
hundred fifty feet (2501) west of Moorpark Avenue. This
restriction will. ease congestion near the intersection of
Los angeles Avenue and Moorpark Avenue. The limits of
this additional parking restriction is also coincidental
with the limits of the street: improvements required by the
future development of the property at the southwest corner
of Moorpark Avenue and Los Angeles Avenue.
2. NO PARKING 10:00 P.M. TO 5 :00 A.M. -- It is recommended
the remaining area between Moorpark Avenue and Park Lane
be designated NO PARKING 10: p.m. to 5:00 a.m. in order to
prevent the overnight park l.g of large trucks.
E. Staff Review
The City Attorney and the Moorpark Chief of Police have
reviewed and provided comments )n the attached Resolution.
F. Ca.ltrans Approval
In accordance with applicable CVC requirements, it is
proposed that the parking restrictions set forth in the
attached resolution be approve,1 by CaLtrans.
R CO ENDED ACTION
Staff' and the Transportation and Streets Committee recommend
that the City Council adopt the attached Resolution establishing
certain parking restrictions on the sough side of Los Angeles
Avenue between Moorpark Avenue an* Park Lane.

RESOLUTION NO. t4
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING CERTAIN
PARKING RESTRICTIONS ON THE SOUTH SIDE OF LOS
ANGELES AVENUE BETWEEN MOORPARK AVENUE AND
PARK LANE
WHEREAS, Section 22506 of the California Vehicle Code
provides for the establishment of parking restrictions on a
state highway, subject to the jppr_ovaL of Caltrans.
WHEREAS, the City Council washes to establish certain parking
restrictions applicable to sail dLrt shoulder area; and,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVI DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That NO STOPPING ANYTIME zones are hereby
established on the south side o t Los Angeles Avenue between from
Moorpark Avenue westerly to a point approximately two hundred
fifty feet ( 250' ) west of Moorpark Avenue, as generally shown on
Exhibit 'A' attached hereto ara made 3 part hereof.
SECTION 2. That a NO PARKING 10:00 P.M. TO 5:00 A.M zone is
hereby established on the south side of Los Angeles Avenue from
a point approximately two hur-dred f' i.fty feet ( 250' ) west of
Moorpark Avenue, westerly to ,A, point approximately one hundred
feet (1001) east of Park Lanc as shown on Exhibit 'A.'
SECTION 3. That said zones shall not apply to Bus Stops,
Loading Zones and other such areas designated by Resolution of
the City Council for the stop}!.ng of vehicles.
SECTION 4. That a copy of t i is resolution shall be forwarded
to Caltrans for approval.
SECTION 5. That, upon recei -pt of approval by Caltrans, the
City Manager shall provide for the installation of and
maintenance of the appropriate s_i.gns and markings giving notice
of said parking restrictions
