The FY 93/94 budget includes funds for the acquisition of and a
conceptual design of a downtown perk sire. The City Council has
identified that approximately 8 acres of the recently acquired
property referred to as Gisler Fi-1d, shall be designated for the
subject site.
The precise area for the park, i- sident ial, and :commercial area
have not been determined at t hi:= time. The park area will be
coordinated with engineering, planning, and architectural staff on
the residential and commercial 3ev- 11opmerr

REQUEST FOR PROPOSAL
DOWNTOWN PARK SITE
CONCEPTUAL DESIGN
INTRODUCTION
The Downtown Park Site is located n the central north portion of
Moorpark. The approximate eight (�-) acre site will be bordered by
a middle school and a proposed aft,rdable housing tract, which is
presently in the design phase.
The City anticipates that the p, -ark wiii primarily serve as a
neighborhood park, but will also a:-commodate the community's youth
sports organizations. This park will offer the residents greater
recreational opportunities for act -F >r ;passive participation.

A. Preliminary
Study
1. Perform

2. Conduct one public meeting c receive public input on the
proposed design. Public meet.i.ng will be done at the Parks
and Recreation Commission meeting. Conduct two City review
meetings; one tc be completes with rthe Parks and Recreation
Commission and the second c be completed with the City
Council. Consultant should �:r'_cifate in nc fewer than four
meetings with Ci•y staff.
3. Provide preliminary deveiopr.ient cast estimates, narrative,
and a schematic design pr,)po a: as needed during development
of conceptual phin.
4. Conduct preliminary light.in,: and noise impact analysis for
siting of such facilities This information must be
sufficient to be used for env.ronmental analysis.
5. Analysis of parking need:i .c Didirng possible Locations and

6. Utilize existing aerial mapping and street, utility and other
relevant plans, to identify 'he location of utility poles,
underground utilities, trees, water service, sewers, roads
and other pertinent physical features, and any portion of the
park within the 100 year and = year flood plain.
7. Analysis of potential expansc;n 4 bark from approximately 8
to approximately 10 acres.
B. Cost Estimates
1. Discussion of the estimated costs for each alternative.
2. Manpower analysis on the opF,at�onal and maintenance costs
for the selected conceptua .
3. Utility and water analysis f r ()pezation and maintenance of
the park sire.
4. As needed, assist in the completion of appropriate
environmental documents for - ,dopt:ion of the conceptual plan.
The environmental analysis wi be prepared by City staff.
C. Probable Facilities to be in::luded in the conceptual design

ONSINUMARTM
In addition to the above inform t.Lon, the final. work product
should include:
1. Three (3) alternative designs in presentable form for public
meetings, including blue line :31te plans for each alternative
and 8 1/2" x 11" reduction:.
2. When one alternative is selected, work should include a final
design drawing in presentable form, including color
renderings, blue line site pl -:-i aTtd �z 1`2" x 1--" reductions.
PROPOSAL FORMAT
Proposals shall include the fol;ow:19:
1. The firm's approach to tie design of this facility with
special attention t,c - reativity, low maintenance,
sensitivity to the hist. r.ic and natural beauty aspects
of the park, safet., aesthetics, and public
participation in the les -jrn Process.
2. The scope of work w to estimated time line for
completion of each part f trip project as designated.
3. Resumes of the project manager and all other individuals
to be involved in the pi J ect and a bar chart indicating
the degree to which ea( i will be direct ly involved in
any or all aspects of t ri. p, s� F-: t
4. A total fee amount + r ncc, professional services
rendered including:

SELECTION CRITERIA
The following criteria, in addir_ioi to cost estimate consideration
shall be used in determining ~t -- firm that will prepare the
conceptual design.
1. Ability of the consular:, :- t:) perform the specific tasks
outlined in the RFP.
2. Qualifications of the sp, - -.fic individuals who will work
on the project.
3. Amount and quality of - he time key personnel will be
involve in their respect vc� port ions of the prod ect .
4. Reasonableness of the fe. - equested to do the work.
5. Demonstrated record of s.i ce. by the consultant on
similar work.
6. Other relevant. criteria :s determined by the City at its
sole discretion.
CONTRACT CONDITIONS
The selected consultant will enter into a contract, with the City
of Moorpark which shall outline ~id Jet a i.l the project services
and requirements-
SUBMITTAL INSTRUCTIONS
1. All proposals must be receiveI by the Department of Community
Services by June 24, 1994, at ->:(,) p Tr..
2. Ten(10) identical copies of me Proposal shall be submitted
in a sealed envelope(s) wit.h the company's return address and
the words: "Sealed Proposal- Downtown Park Site" marked
clearly on the outside. The (onsultant's fee shall be placed
in a sealed envelope inside tfie proposal package and shall be
so marked. The proposals shat' be addressed as follows:
