The City Council has identified that approximately 8 acres of the recently acquired property referred to as Gisler Fi-1d, shall be designated for the subject site. The precise area for the park, i- sident ial, and :commercial area have not been determined at t hi:= time. The park area will be coordinated with engineering, planning, and architectural staff on the residential and commercial 3ev- 11opmerr Authorize Staff to advertise for receipt of landscape architect bids for the Downtown. P,an Site Plan. cc.:ndl Q'. ; 199_ y CTIO REQUEST FOR PROPOSAL DOWNTOWN PARK SITE CONCEPTUAL DESIGN INTRODUCTION The Downtown Park Site is located n the central north portion of Moorpark. The approximate eight (�-) acre site will be bordered by a middle school and a proposed aft,rdable housing tract, which is presently in the design phase. The City anticipates that the p, -ark wiii primarily serve as a neighborhood park, but will also a:-commodate the community's youth sports organizations. This park will offer the residents greater recreational opportunities for act -F >r ;passive participation. The project is to result _ii alternative designs and recommendations for amenities an:'. i.mprcvements including design themes and standards, and cost f?st The project is to be divided ..nto three parts: Part A - Preliminary Study, Part B - Cos' Estimates, Par~ C - Probable Facilities to be included in the c nceptual design. A. Preliminary Study 1. Perform field investigati(ns as required to recommend proposed methods of conducti.n: work. 2. Conduct one public meeting c receive public input on the proposed design. Public meet.i.ng will be done at the Parks and Recreation Commission meeting. Conduct two City review meetings; one tc be completes with rthe Parks and Recreation Commission and the second c be completed with the City Council. Consultant should �:r'_cifate in nc fewer than four meetings with Ci•y staff. 3. Provide preliminary deveiopr.ient cast estimates, narrative, and a schematic design pr,)po a: as needed during development of conceptual phin. 4. Conduct preliminary light.in,: and noise impact analysis for siting of such facilities This information must be sufficient to be used for env.ronmental analysis. 5. Utilize existing aerial mapping and street, utility and other relevant plans, to identify 'he location of utility poles, underground utilities, trees, water service, sewers, roads and other pertinent physical features, and any portion of the park within the 100 year and = year flood plain. 7. Analysis of potential expansc;n 4 bark from approximately 8 to approximately 10 acres. B. Cost Estimates 1. Discussion of the estimated costs for each alternative. 2. Manpower analysis on the opF,at�onal and maintenance costs for the selected conceptua . 3. Utility and water analysis f r ()pezation and maintenance of the park sire. 4. As needed, assist in the completion of appropriate environmental documents for - ,dopt:ion of the conceptual plan. The environmental analysis wi be prepared by City staff. C. Probable Facilities to be in::luded in the conceptual design are 1. Two(2) baseball /softbal.l fLeld_. a) All fields to include dugouts and bleachers. b) Utility storage faci ilt-ies rc, be located adjacent to baseball areas. c) Options to inc -ud, lighting both or only one baseball /softball f, ld, as well as lighting multipurpose playfield. 2. At least one(l) mul t ip . rpose playfield ( for soccer or football play). Options to include separate location from #C.1. as well as overiapping onto the outfield areas of the baseball ! s( -tball field(s). 3. Various picnic facile,. ,s •c , nclude shelters, tables, and barbecues. 4. One major tot lot area with equipment and benches, and one smaller adjacent feT 'ed ro, lot area 5. Other facilities as proposed by Consultant or developed as a result of public mec —inas. All facilities to be coor:iinated for supplemental and complimentary facilities of .he proposed adjacent housing development and commercial enter. as well as Chaparral Middle School. Three (3) alternative designs in presentable form for public meetings, including blue line :31te plans for each alternative and 8 1/2" x 11" reduction:. 2. When one alternative is selected, work should include a final design drawing in presentable form, including color renderings, blue line site pl -:-i aTtd �z 1`2" x 1--" reductions. PROPOSAL FORMAT Proposals shall include the fol;ow:19: 1. The firm's approach to tie design of this facility with special attention t,c - reativity, low maintenance, sensitivity to the hist. r.ic and natural beauty aspects of the park, safet., aesthetics, and public participation in the les -jrn Process. 2. The scope of work w to estimated time line for completion of each part f trip project as designated. 3. Resumes of the project manager and all other individuals to be involved in the pi J ect and a bar chart indicating the degree to which ea( i will be direct ly involved in any or all aspects of t ri. p, s� F-: t 4. SELECTION CRITERIA The following criteria, in addir_ioi to cost estimate consideration shall be used in determining ~t -- firm that will prepare the conceptual design. 1.
