SUBJECT: Consider Health Insurance Coverage for Employees
Background
Over the last two months, staff has attempted to obtain quotes from the Southern California Joint
Powers Insurance Authority, United, Blue Shield, Aetna and Blue Cross for health insurance
coverage. Quotes have been received from every entity with the exception of PERS. Staff has met
with an employee health insurance benefit review committee (Committee) to discuss the plans and
quotes received thus far. In order to continue uninterrupted coverage and allow ample time to review
alternative programs, staff and the Committee recommend renewal of the current policy with United
Insurance.
None of the plans match the benefits provided by United Insurance. United has offered a 7 percent
reduction in premium which will reduce annual health insurance costs by over $10,000, based on the
analyzed census. The Committee still plans to meet to discuss and compare the PERS plan to the
United plan, but at this point, the Committee favors continuance with United Insurance.
The City may cancel the policy with 30 days notice at any time during the policy year if further review
by staff and the Committee indicates that another policy is preferred, and Council directs cancellation.
Recommendation
Authorize the City Manager to execute health insurance coverage with United Insurance to
extend current policy with coverage changes effective June 1. 1994.
