' `' 7' C°Unc�YMeenng - -�--- 199, I.CT;ON: n FROM: Kenneth C_ Gilbert, Director of Public Works DATE: April 28, 1994 (Council Meeting 5 -4 -94) SUBJECT: Consider Proposed Alignment for the Future Extensions of the Route 23 and Route 118 Freeways BACKGROUND A number of years ago the City agreed to work with Caltrans on the preparation of a preliminary design for the future extension of Route 23 north of the freeway connector, and the future extension of the Route ,18 freeway west of Princeton Avenue. Pursuant to that informal agreement, the City retained a consultant to prepare the aerial topographic mapping required to prepare a design for these future projects, and Caltrans agreed to prepare the preliminary design. The purpose of these efforts was to locate and determine the right -of -way requirements for these possible future transportation corridor DISCUSSION Caltrans has completed the preliminary design for these projects. A copy of the plans has been placed on the walls of the City Council Conference Room. Caltrans has requested that the City provide any input at our earliest convenience. Some of the elements of thi design are summarized as follows: Both the northerly extension of Route 23 and the westerly extension of Route 118 would be located between the existing freeway connector i•ridges. • An interchange is shown at Walnut Canyon Road to depict the right -of -way take requirements. A decision regarding the construction of ramps at this location has not been made. The City's current Circulation Element does not contemplate ramps at this: locat i.or ruy_y. Design for Freeway Extension; April 1994 Page 2 • The design calls for realignment and widening of Gabbert Road at the freeway .interchange. • The design includes a connection to Los Angeles Avenue within the City just west of Butter Creek Road. • An interchange is shown at i rimes Canyon Road. • The project extends westeriv to Balcom Canyon Road. A connection to Los Angeles Avenue, west of the rail crossing, is also shown. It is the intent of staff to provide comments on this design to Caltrans subsequent to City Council consideration. RECOMMENDATION Direct staff to forward appropriate comments to Caltrans. fwy x
