SUBJECT: Authorization to Advertise for Receipt of
Bids for the Repair of Erosion on Lot 97
of Tract 3049 [A &R Development]

This requests authorization to advertise for receipt of bids for a
project to restore an erosion - damaged slope on Lot 97 of Tract 3049
as generally shown on Exhibit 1.
DISCUSSION
A. Project Location
The proposed project is located just
north end of Lot 97 of Tract 3049, a

The construction of the off -site and grading improvements for
Tract 3049 were completed in 1990. The bonds for those
improvements were reduced to a ten percent (10 %) maintenance
bond by action of the City Council on September 19, 1990. These
bonds were automatically exonerated one year from the date of
that action. The City has no bonds to call to fund the cost of
the corrective measures described in this report.

The grading improvements for Tract 3049 included a concrete "V "-
ditch, which drains easterly, to be constructed at the toe of a
slope which runs along the north end of the Tract. The plans
called for this "V" -ditch to extend easterly to a point just
east of Lot 12, on Lot 97 (see Exhibit 2). The plans call for
the "V" -ditch to terminate at this point, at the top of the
lone on Lot 97. The concentrated storm water run -off at this
point has eroded the slope and undermined the easterly terminus
of these improvements.
D. Project Description
Action is necessary to restore this slope before further erosion
causes damage to the private properties immediately to the west
of the erosion problem. Accordingly, the City retained the
services of a Geotechnical Engineer (A.G.I. Geotechnical, Inc.)
to evaluate this erosion problem and to provide recommendations
regarding corrective measures. That report has been prepared
and has been received and reviewed by City staff.
It is also recommended that the subject restoration project
include the construction of the V -Ditch to the toe of the slope
on the east side of Lot 97, in order to prevent a reoccurrence
of this problem.
E. Plans and S eci fi"tions
Plans and specifications for this project have been prepared by
staff to include the remedial actions recommended by the
Geotechnical Engineer. A copy of these Plans and Specifications
have been placed in the City Council Office for review.

City staff has met with representatives of the VCFCD to discuss
this project. VCFCD has agreed to provide the City's contractor
access to the project site through their siltation basin located
immediately east of the project site. VCFCD has also agreed to
allow the City's contractor to take the fill material required
for the project from the north bank of the siltation basin. It
is the intent of staff to seek and obtain an Encroachment Permit
from the VCFCD for this work prior to soliciting bids.

G. Fiscal Impact
1. Project Cost Estimate: The following is a summary of total
anticipated costs for this project.

2. Funding Source: The amount of the developer fees remaining
for Tract 3049 is sufficient to cover the costs of the
proposed improvements. The project costs will be charged to
Fund 39.

Staff recommends that the City Council approve the plans and
specification for the subject project and authorize staff to
advertise for receipt of bids.
