Aguilera, Director of Community Developm� Kathleen Mallory, Associate Planner �C YA DATE: July 27, 1994 (CC meeting of August 3, 1994) SUBJECT: STATUS REPORT REGARDING THE URBAN STEAMS RESTORATION GRANT BACKGROUND In May 1993, the City of Moorpark was notified that the City of Moorpark and the Moorpark Branch of the Environmental Coalition, had jointly received an Urban Streams Restoration Grant in the amount of $64,000 from the State of California Department of Water Resources. The grant was to be completed by June 1994. Due to project delays, the grant was extended until August 31, 1994. Implementation of the grant was divided into five work areas: Project Planning, Design, Preparation and Coordination; Management Plan and Report Preparation; Exotic Vegetation Removal; Native Re- Vegetation Planting; and Contract Administration. DISCUSSION The purpose of this staff report is to advise the Council of the status of the grant, pursuant to the following work areas: Proiect Planning Desi n Preparation and Coordination This task has been completed and consisted of public education, workshops, and miscellaneous tasks conducted in order to facilitate public participation in the Urban Streams Restoration Grant. Management Plan and Report Preparation A final draft of the Management Plan has been prepared and comments have been received from permitting and technical agencies. The Management Plan establishes policies for the Arroyo Simi to deal with impacts due to Flood Control and Development measures, as well as impacts to Biological Resources, Aesthetics, and Recreation and Trails. The Honorable City Council July 27, 1994 Page 2 In August, the Management Plan will be distributed to the City Council as a box item. Formal adoption of this Plan by the City Council is not required. However, staff will utilize the policies outlined within the plan when reviewing development or flood control projects which may impact the Arroyo Simi. Exotic Vegetation Removal This task was completed in the later portion of 1993. A number of volunteers, students, and paid labor assisted in the removal of non - native plant species. This plant specie, while providing bank stabilization, does not provide suitable habitat for riparian species. Native Re- Vegetation Planting Re- vegetation was completed earlier this year and involved the planting of native riparian species. Replanting stabilizes the banks and the stream bed (thereby reducing flood potential) and enhances the natural riparian resources of the area. Volunteers and paid labor have calculated the survivability rates of the plant species which were planted earlier this year. This information will be utilized to complete a Final Report which is required to be submitted to the State in completion of the grant. Contract Administration This task has been on -going since September 1993 and involves City submission of invoices to the State of California, for reimbursable and non - reimbursable labor. The State of California has requested that the City advise them as to how many reimbursable and non - reimbursable hours are spent on this project: Therefore, upon completion of the Management Plan, staff will invoice the State for all labor. In June, the City submitted all of the invoices for reimbursable and non - reimbursable labor to the State. All of the contracts, as part of this grant, have been exhausted. Final payment of invoices submitted in June of this year will be made upon submission of the Final Report and Management Plan to the Department of Water Resources. SUMMARY All of the money within all of the tasks, excluding an unencumbered amount under the Exotic Vegetation Removal and Native Re- Vegetation Planting, has been spent or encumbered. The possible distribution of the unencumbered funds ($4,587) will be considered by the City Council on August 17, 1994. Dear Mayor Lawrason and Honorable Councilpersons: On behalf of the Environmental Coalition of Ventura County, and as the city's Arroyo Simi Restoration Grant onsite project manager for this project, I respectfully request that the council grant the EC the opportunity to make a presentation of the grant accomplishments to you and to the general public at either the July 6, 1994 or August 3, 1994 city council meetings. Many positive accomplishments have been made on this project and it would not be possible to inform either you or the public of even a glimpse of what they are in a 3 minute talk like those afforded the general public during this public comment period. Therefore, we request that you place us officially on the agenda at one of the meetings suggested (or a later meeting) and allow us the opportunity to inform everyone (and show them, with slides and video, hopefully) just what has been accomplished on this project. We believe that both you and the public have both a desire and the right to know what the project has accomplished. Further, we would like to have the opportunity to answer your questions about the project, in public, without the standard time limitations that are generally imposed if something is not officially on the agenda. Since we have never yet been given an opportunity to address the council to explain the positive aspects of this project, we truly want the opportunity to do so. What better time than now, as we near completion of the project? Thank you for your consideration of this request.
