SUBJECT: Consider Measures to Limit the Use of Mountain Trail
Court by Patrons of Mountain Meadows Park

A. Background
In 1987 the City Council adopted Resolution No. 87 -399
establishing NO PARKING restrictions throughout the North
Meadows area. That resolution included a provision prohibiting
"daytime" parking (NO PARKING 6:00 a.m. to 6:00 p.m.) on
Mountain Trail Court.
In September of 1993 the City Council adopted Resolution No. 93-
967 changing all of the NO PARKING restrictions in the Maintain
Meadows area to NO STOPPING ANYTIME. Although that resolution
also included Mountain Trail Court, it included a NO PARKING
restriction on the south side of the street.
At a recent meeting of the City Council, concerns were raised by
residents of Mountain Trail Court regarding parking and traffic
problems on their street caused by park patrons. The matter was
referred to the Transportation and Streets Committee.
B. Committee Meeting

On October 26, 1994, the Transportation and Streets Committee
(Mayor Pro tem Hunter and Councilmember Wozniak) met with area
residents at the north end of Mountain Meadow Park on Mountain
Trail Court. Notice of this field meeting were sent to the
owners and residents of all of the properties on Mountain Trail
Court, as well as certain adjacent properties.
Subsequent to a thorough discussion of the parking and traffic
problems on this street, a number of possible solutions were

identified. Those solutions, along with certain remarks, are
listed as follows:

C. Implementation

• Items 1, 2 & 3: As you can see from the remarks noted above,
these items have been, or are in the process of being
implemented.
• Item #4: The curb along the Mountain Trail Court frontage of
the park can be painted RED if the parking restriction is
changed to NO STOPPING.
• Item #5: The Transportation and Streets Committee recommends
that the parking restrictions on the south side of Mountain
Trail Court along the park be changed from NO PARKING ANYTIME
to NO STOPPING ANYTIME. If adopted, the Resolution attached
as Exhibit 1 will implement this recommendation.

Item #6: As noted above, if the attached resolution is
adopted, it is the intent of staff to paint the curb RED and
paint NO STOPPING in white letters on the curbface. These
curb markings are sufficient to clearly advise the motorist
and are adequate to enforce this parking and stopping
prohibition. It is recommended, therefore, that holes not be
drilled in the sidewalk to facilitate the placement of posts
and regulatory signs at the edge of the curb, but that the
regulatory signs and posts be removed. An alternative would
be to change the signs to NO STOPPING ANYTIME and leave the
poles in their present location.
• Item #7: The placement of a fence along the northerly
boundary of the park will be the effective way to inhibit
pedestrian and vehicular traffic generated by park users,
from using Mountain Trial Court. As stated above, the cost
to install a six feet (61) high wrought iron fence, three
hundred fifty feet (3501) long, is approximately $4,200.
It is recommend that the effectiveness of Solution Numbers 1
through 6 be evaluated before a decision is made whether or
not to install a fence along the northerly boundary of the
park.
The City Council is advised that there are no capital
improvement funds available in the park zone which funds this
park. Accordingly, should the City Council elect to direct
that the fence be installed, it is recommended that the cost
for such improvement be funded by the General Fund.
RECOMMENDED ACTION
1. The Transportation and Streets Committee recommends that the
City Council adopt the attached Resolution changing the NO
PARKING ANYTIME zone on the south side of Mountain Trail Court
est of Walnut Creek Road to NO STOPPING ANYTIME.
2. Staff Recommends that the City Council take the following
actions:
a) Concur with staff recommendation to utilize curb markings in
lieu of signs to enforce said parking prohibition.
