Department of Alcoholic Beverage Control - Grant
BACKGROUND

During October 1994, the Moorpark Police Department was notified of the existence of available
grant money to be utilized for direct enforcement of alcohol sales violations. For the first time in its
thirty-nine year history, the Department of Alcoholic Beverage Control (ABC) is offering grants to
local law enforcement agencies within the State of California. These grants are limited to police
agencies who can demonstrate a significant alcohol sales enforcement problem in their jurisdiction.
The grants allow for a maximum of $100,000 for calendar year 1995 and are expected to be made
available to at least fifteen local law enforcement agencies. No matching funds are required. If
approved, money may be utilized for both personnel and equipment. Deputies would work closely
with ABC investigators and receive training in ABC law, alcohol enforcement strategies and tactics,
administrative license revocation procedures and community resources. The purpose of the grant
would be to expand our present efforts of detecting and targeting those establishments that are
disruptive both to the community and to law enforcement.
DISCUSSION
Upon receiving the grant information it was evident the Moorpark Police Department would have
some difficulty competing with larger police agencies in the state based upon the size of our city and
the minimal number of alcohol sales establishments within our jurisdiction. Many of the larger cities
within the state surely have much more documentation to base a plan of attack and to justify
consideration for available monies.
To maximize the opportunity for consideration, I felt it best that Moorpark take a regional approach
to the grant application process. As a result, both the Moorpark and Thousand Oaks Police
Departments, along with the County of Ventura, submitted the grant application as one entity.
Explanation was given that since all three agencies work out of the same police station and are
directly responsible for law enforcement services for the entire east county area, special consideration
was justified. The submitted application reflected each jurisdiction's alcohol related statistics and
demonstrated our ongoing commitment to the enforcement of alcohol related crimes.
We not only chose to target enforcement issues (regular inspections of establishments, minor decoy

programs and information tracking systems) but also decided to take a pro- active approach utilizing
a preventative educational program directed towards business owners, employees and the general
public.
CONCLUSION
On November 1, 1994, the Moorpark Police Department was notified by the Department of Alcoholic
Beverage Control that we were awarded one of the grants. The East County jurisdiction will receive
$97,300 to be utilized towards a Senior Deputy, 2 cadets and miscellaneous equipment. The funds
will be used to supplant the current salaries and benefits of one senior deputy and two cadets who will
be assigned to the Special Enforcement Detail (SED) of the East County Police Services Division.
These personnel will be shared on a cooperative basis between Moorpark, Thousand Oaks and the
County of Ventura. The City of Moorpark will receive approximately 8 hours per week of personnel
resources. The Special Enforcement Division will be responsible for the operation of the grant and
meeting the stated objectives. All of the above will be at no cost to the City of Moorpark. ABC has
verified that supplanting is allowed under the terms of the grant.
At this point no time line or agenda has been developed specifically detailing the enforcement posture
or educational programs relative to the grant. Once the grant personnel are identified, I will liaison
with the SED supervisor to determine how resources will be utilized within the City of Moorpark.
RECOMMENDED ACTION
Staff recommends City Council approve the acceptance of this grant.
