Work Load There is a large number of projects which have been identified in City's Goals & Objectives, to be undertaken by the Public Works Department during the next year. There are also a number of tasks and projects which have been or will be added as new needs are identified. Also, there are a number of other projects, programs and administrative matters which require action. In addition, the recent vacancy of the Public Works Lead Maintenance Worker has required the Management Analyst, and to a lessor degree the Director, to take on additional tasks related to the supervision and administration of field operations. One way in which to direct more effort toward the completion of these tasks in a cost effective manner, is through the use of an Administrative Intern (Aide). This position has been used by other departments in the past to assist with the development of a number of programs or projects. One such position is currently assigned to assist with certain Solid Waste activities. B. Utilization There are a number of projects in the Public Works Department which could be undertaken and completed by an Administrative Intern. The are also a number of projects for which an Administrative Intern could be used for the gathering of information and related tasks. These project include the following: Development and implementation of an adequate response capability to notices of excavation received from Underground Service Alert (USA); 00134 Intern November 1994 Page 2 • Defining the parameters of the NPDES Illicit Discharge Inspection Program; • Gather information required to develop and define the City's revised storm drain management and cleaning program, consistent with the requirement of NPDES; • Assist in the development and implementation of a uniform form of Agreement for contract services (minor construction, major construction, maintenance, professional services, etc.); • Gather information and assist in the development and implementation of Performance Measures for Public Works field operations; • Soliciting Proposals for Fiscal /Management services required for the preparation of a new Engineering Fee Study; • Gather information and assist in the analysis of data required to revise the AOC fees; • Development of a number of Inventory Maps, including: • Traffic Resolutions; • Street striping and marking; • Pavement resurfacing history; • Street trees; • CVC enforcement on private property; • Regulatory signs; • speed limits; • street sweeping signs; • NO PARKING / NO STOPPING; • Truck Routes; • Provide assistance to the Director and the Management Analyst is performing field measurements required for minor capital improvement projects (i.e. determining the quantities of work required for the 1995 Slurry Seal project); • Provide assistance to the Management Analyst on a number of administrative matters during the period that the Management Analyst is required to assume additional responsibilities caused by the vacancy in the Lead Maintenance Worker position. • Development of forms, procedures, etc. required to better manage material, supplies and equipment between Public Works and Community Services; 00135 Intern November 1994 Page 3 C. Funding It is recommended that the Administrative Intern position be authorized for approximately twenty -four (24) hours per week for thirty (30) weeks [720 hours]. At approximately $11 / hour (inclusive of benefits) the total projected cost of this position would be $8,000. The funding source would be the Gas Tax fund. As you are aware, the position of Lead Maintenance Worker in the Public Works Department is now vacant. The estimated amount of salaries and fringe benefits which are not expected to be expended due to this vacancy is approximately $4,000 per month. This position became vacant on October 14, 1994. It is not anticipated that this position will be filled prior to January 1, 1995. This will result in a budget surplus for personnel costs in the Department of Public Works, of approximately $10,000. It is recommended that the subject position be authorized. No additional funds need to be appropriated. RECOMMENDATION Staff recommends that the City Council authorize the addition of the position of Administrative Intern for the Public Works Department for seven hundred twenty (720) hours for FY 1994/95. rpt\lntrn 00136
