Reynolds Jr., Administrative Services Manage DATE: November 3, 1994, (CC Meeting of November 16, 1994) SUBJECT: Consider Revisions to the City's Land Use Development Fees Pursuant to Council action on November 2, 1994, staff is returning for the purpose of proposing a 1.3% increase to the City's current hourly rate applicable to Land Use Development Fees, ( "planning fees ") of $78 to $79 per hour. Pursuant to Government Code 66016, the City will include a 60 day waiting period before implementing the increase, which if adopted by Council November 16, will become effective January 16, 1995. Background The staff report submitted for the meeting of November 2, outlined the analysis used for arriving at the City's cost per hour for the Community Development Department and related permit services of Code Enforcement and Administrative Services. It was explained that the 1994 cost recovery analysis identifies that when staff levels decrease and overhead remains stable, the cost per hour may increase. If staff levels increase and overhead remains stable, the cost per hour decreases. The impact of the changes has the following results: the planning rate calculation increased slightly by 1.3 percent because overhead costs decreased and staffing remained the same; the code enforcement rate increased by 12 percent due to the decrease in staffing with a stable cost of overhead, and; the Administrative Services rate decreased by 12 percent due to stable overhead costs and the addition of one staff position. Staff's November 2 report also described the need to amend deposit rates that had not been revised since 1986, for Developer Agreements involving the City Engineer and City Attorney. Three new permit types were also proposed, including: a Permit Adjustment Fee, proposed to be a flat fee of $79 for residential uses and $316 for Commercial and industrial uses; a Director Approved Administrative Permit as a deposit of $525, and; a Cost Recovery Fee, with a minimum billing of $79, plus a deposit to be applied on a case by case estimate. -1Y� G • 00137 Summary All of the recommended changes from staff's report considered on November 2, are represented in the proposed fee resolution attached to this report. Specific changes include: 1) A 1.3% increase to all permit amounts; 2) Inclusion of Developer Agreement services and an increase in the deposit amounts related to City Attorney and City Engineer; and, 3) The addition of the three new permit types for Cost Recovery, Director Approved Administrative Permits and the Permit Adjustment fee.
