SUBJECT: Consider Waiver of Encroachment Permit Fees for American Red
Cross Benefit Bike Ride on November 7, 2015
DISCUSSION
The American Red Cross has submitted the attached request to the City for a waiver of
encroachment permit fees for their bike ride event scheduled for November 7, 2015 to
benefit Ventura County veterans and active military personnel and their families. An
encroachment permit is required for the event to place a directional sign within City
right-of-way on Tierra Rejada Road guiding westbound bicyclists to turn south on
Sunset Valley Road. This is the only location for a directional sign within the City limits.
FISCAL IMPACT
The standard fee for an encroachment permit is $150.00; $75.00 for permit issuance
and $75.00 for inspection to field verify the placement and removal of the sign.
STAFF RECOMMENDATION
Waive the $150.00 fee for an encroachment permit for the American Red Cross bike
ride event scheduled for November 7, 2015.

The American Red Cross is having a bike ride on Nov 7th this year to support our local programs in
support of our armed forces. 100%of the proceeds will be going to support our local Ventura County
Veterans and active military personnel and their families.

We are asking that any fees associated with obtaining a permit to ride through a portion of the city of
Moorpark be waived.
