The annual conference put on by CPRS is attended each year by over 3000 members, the majority of which are employed by cities, counties, and special districts. The four day conference provides over 100 educational workshops and seminars in addition to the largest exhibit show in California, featuring the most current and innovative products and services available to the park, recreation and leisure service industry. The benefits of attendance at this conference can be measured in the new ideas and special product information that is brought back to Moorpark each year by the staff and parks and recreation commissioners that attend. DISCUSSION There are approved budgeted funds to pay for the Director of Community Services and the Recreation Supervisor to attend this conference. Due to the current low airfares and reasonable hotel rates, staff has determined that there will be enough surplus funds in the conference account for Community Services and Recreation (Fund 134 and Fund 148) to provide funds for the city's Recreation Coordinator to attend as well for three of the four days of the conference. The annual conference is a productive learning time for staff and commissioners, and new professionals such as the city's Recreation Coordinator usually benefit the most from the information received at this conference. The city will see a return on this investment in terms of motivation and new ideas for the department. Due to the number of quality sessions usually provided during the same time period, it is also beneficial to the city and to the department for additional staff to attend in order to bring back more innovative ideas and techniques to the city.(See attached copy of conference brochure, highlighting educational sessions). No other conferences will be attended by the Director or Recreation Supervisor this fiscal year. Based on research of current costs for hotel and airfares, and calculating the per diem allowance for meals, the total expenditure, including expenses for the Recreation Coordinator equals $1728.10. Costs were calculated in the following way: Three (3) individuals conference registration @ $125 ea. $ 375.00 Two (2) hotel rooms @ $115.00 per night(3 nights) w /90 tax $ 752.10 Food: $34 per day x 4 days for Director (Thur - Sun) $ 136.00 $34 per day x 3 days for two (2) staff (Fri - Sun) $ 204.00 Travel: Two (2) individuals flying @ $108 round trip $ 216.00 (Two for one special - 3 travelers altogether) Misc. Expenses (Airport transportation, etc.) ($15 each) $ 45.00 TOTAL EXPENSES $ 1728.10 Remaining Budgeted Funds $ 71.90 Registration deadline for the conference is January 29, and there is a desire to secure hotel rooms and air flights soon to assure the lowest rates possible. e YID That the City Council approve the attendance of three Community Services Department staff at the 1993 California and Pacific Southwest Recreation and Park Conference, March 11 -14, 1993, in San Francisco; and authorize transfer of $240.00 from #134 line item to #148 line item for the purpose of allowing the Recreation Coordinator to also attend this conference.
