In the staff report dated December 17, 1992 (see Attachment 1), staff had recommended monument signs in lieu of the proposed pole sign. The following wording to condition 19 relating to signs was proposed by staff: 19. Prior to the issuance of a Zoning Clearance, a comprehensive sign program for the shopping center shall be submitted to the Department of Community Development. Part B of this Minor Modification relating to changes to proposed signage to the Mission Bell Plaza was continued from December 16, 1992 to the City Council meeting of January 6, 1993. The reason for the continuance was to allow the applicant additional time to prepare a presentation to the City Council regarding this matter prior to the Council giving staff direction regarding the type of signage desired at the center. For the Council's information, staff has included information received from the applicant regarding this matter. The Modification is for approval of a revision to the elevations to Shop 4 - which would remove the central towers. In addition, the applicant is requesting clarification of Condition No. 19 (a) of the approved Commercial Planned Development and requesting the addition of a monument sign on Park Lane and one on Los Angeles Avenue. The existing approved Condition of Approval for CPD 89 -1 and -2 reads as follows: 19. Discussion This matter has been continued from the City Council meeting of October 21, 1992 to allow the applicant additional time to work with prospective tenants and staff to discuss alternative solutions concerning the number, type, and style of signs proposed for the shopping center. As a result, the applicant has agreed to eliminate all of the proposed monument signs with the exception of the Shell Station monument sign which was approved. With Minor Modification No. 2 of CPD 89 -2, Shell Oil Company was granted approval for one 6' by 8' monument sign at the corner of Los Angeles Avenue and Park Lane to be used as a combined monument and pricing sign. In exchange for the previously approved monument signs, the applicants for CPD 89 -1 and -2 would have two 24 foot high identification signs (one located on the CPD 89 -1 property and the other on the CPD 89 -2 property). The proposed sign would have 24 inch letters for the major tenant and 18 inch letters for the other tenants. The proposed colors and style of the of the proposed pylon sign as shown to staff are complementary to the proposed buildings within the shopping center. The Community Development Committee (Lawrason and Perez) reviewed the proposed Pylon signs and recommended that the Planning Commission review them prior to taking this matter back to the City Council. On December 8, 1992, the Planning Commission reviewed the proposed pylon signs at the sign work shop. The workshop group recommended that the applicant be allowed the monument signs as originally requested in this Minor Modification in lieu of the proposed pylon signs. Therefore, staff intends to approve the following wording to Condition No. 19: 19. Elevation Chanae The City Council approved elevations for Shop Building No. 4 which included two center towers at the front and rear elevations. The applicant has informed staff that by eliminating the two center towers and replacing then with other architectural features as shown in the attached revised elevations, the architectural theme of the building will remain consistent with the proposed K -Mart building. Staff is of the opinion that with the existing tower provides a focal point for the center and that removing the tower would significantly detract from existing visual character of the proposed building. Therefore, staff intends to deny the requested elevation change to eliminate the center tower feature. The Director of Community Development has reviewed the proposed elevations changes (Part A of this Minor Modification) and has denied it. However, Part B of the Minor Modification requesting clarification of Condition No. 19 allowing a monument sign on Park Lane and a third 6 by 8 foot monument sign (one for the Shell Gas Station) has been approved. Pursuant to Resolution No. 88 -523, the Director has the authority to approve or deny Minor Modifications. This matter is being presented to the City Council as a courtesy. In the event the City Council wishes to appeal the Director's decision, it may do so. Should the City Council desire to appeal, it should set a public hearing date. The next available meeting date would be the regular meeting of January 20, 1993. If the City Council takes no action, the Director's decision will stand and is effective as of December 11, 1992.
