Gilbert, Director of Public Works �( B� DATE: January 26, 1993 (Council Meeting 2 -3 -93) SUBJECT: Consider Retaining a Consultant to Perform Soils Testing Services During the Construction of the Tierra Rejada Road Widening Project OVERVIEW This presents an Agreement for professional services required to perform soils testing and analysis during the construction of the subject project. DISCUSSION The contract with Willdan Associates for the preparation of the design for the Tierra Rejada Road widening project, includes efforts required to retain a firm and administer a contract for soils testing services during construction of the project. The design engineer solicited proposals from several firms to provide these services. Proposals were received from two firms. These proposals demonstrated that each firm adequately understood the scope of the work required and possessed the qualifications required. A summary of the fee quoted by each of these firms is as follows: • Geolabs- Westlake Village $69,735 • Bueana Engineers $73,835 RECOMMENDATION Staff recommends that the City Council take the following actions: 1 approve the selection of Geolab- Westlake Village, Inc. to perform the subject professional services for a Not to Exceed amount of $69,735; 2 approve a ten per cent (10%) contingency for this work and authorize the City Manager to approve additional work, if required, for an amount not to exceed ten per cent (100) of the contract price. 3 approve an Agreement between the City and said firm for said services, to be in the form of the City's standard professional services agreement, subject to final language approval by the City Attorney and the City Manager; and, 4 authorize the Mayor to execute said Agreement. vAt! d" SENT BY:WILLDAN VENTURA �.1 -22 -93 . 3:17P.M WILLDAN VENTURA-* 95298270;# 2 To: Ken Cilbut, Director of Public Worb From: Mark G. Pago MaQelland doclined to submit, with Buena and Geolabe both providing propoeay. We have reviewed both proposals, and determined the scope of work and testing services as described will adequately meet the requirements of the project. Daring the proposal phase, Geolabe- Westlake VMMC was instrumental in providing us with information concerning the alhMAl. removal and other area of the project of special concern. Consequently, we are revising the spedficatian to provide for alluvial removals and special treatment of 1.5:1 slopes, Geolabs- Westlake Wage's proposal fee is $69,735 on a time and material; basis. This is $4, 100 leu than Buena Engineer's fee for the work. As we discussed, we would Me to have the contract awarded at the February 3rd Council meeting. This will allow time for Geolabs to perform a geotechnical review of the plans, ap6dfications and soils report, and to emm we have adequately covered the Im earthwork operation and other specialty items in the project. We have attached the Geolabs- Westlake Village final proposal for your staff report. We are basing.this proposal on the normal amount of testing associated with projects of this nature with a quick synopsis given below: 1. Rough Grading: We understand that the rough grading will be completed in three separate phases with one month allotted for each phase. our daily rate includes constant inspection, 8 hour day, during fill placement and alluvial removals with periodic supervi- sion, engineering, and laboratory =axes. Also included during rough grading we will sample and perform expansion tests for side- walk and curb and gutter design recommendations, "R° Values for street design, provide final pavement section recommendations, . miscellaneous reports (such as 1.5:1 fill slope design), and a final compaction and geology report for the entire site. 2. We will also provide concrete cylinder testing for the headwalls. One final report covering all the utility testing will be subaitted for the entire project, and 2 interis reports during construction. 3. StraCt Imbrovemtnt Testing: Includes One test for every 300 feet per two lane of traffic and every 300 feet for curb and gutter subgrade and base. A -SO included is the laboratory testing of imported subbase and /or base. One final report will be issued for the entire project, and one intarin reports' during construction. Our services for the above will be performed at the following rates. It should be, noted that the below costs are for passing tests only. Therefore the costs of all failing test and /or inspections Will be considerad an extra which we suggest your firm pace on to the appropriate contractor.
