SUBJECT: CONSIDER RESOLUTION NO. 93- 4 i ;INCREASING THE RESIDENTIAL
RECYCLING FEE.
SUMMARY
Pursuant to the City's contract with its residential refuse
haulers, and the haulers' request for a recycling rate increase,
staff conducted a review of the monthly service rates for curbside
recycling collection. The City Council is being asked to approve
Resolution 92 -JIS increasing the rate by $0.30, effective March 1,
1993.

The agreement between the City of Moorpark and the residential
refuse haulers (Exhibit "B" Recycling Program) allocated a portion
of the monthly residential refuse base rate towards the costs for
providing curbside recycling service. That portion - $1.35 - has
been in effect since the recycling program inception in April,
1991. The agreement also allows for the cost allocation to be
reviewed annually and may be modified at the City's discretion.
In December, 1992, the residential refuse haulers submitted a
request for a residential recycling rate increase, concurrently
with the request for the residential refuse rate increase. Because
of reporting inconsistencies among the haulers, the recycling rate
increase request was not considered during the refuse rate review
proceedings. The recycling rate review was considered separately in
order to develop consistent reporting procedures for program
review, and the need for further consultation with the residential
refuse haulers.
The residential refuse haulers, Anderson Rubbish and G.I. Rubbish,
are requesting a monthly recycling rate increase of $0.30 and
$0.40, respectively, per household.
Based on the quarterly reports submitted by each hauler, Staff
conducted the recycling rate review based on eighteen (18 ) months -
since the start of the program, April 1991 through the most current
quarterly report for the period ending September 30, 1992.

Staff considered each hauler's request for an increase, and used
the information provided in the quarterly reports to apportion the
appropriate rate increase. Staff concurred with the Anderson
request for a $0.30 increase, but did not agree with the
methodology used by G.I. Rubbish. Since the initial submittal of
the quarterly reports for the reporting period in review, G.I.
Rubbish hired an Auditor to reevaluate the allocation of expenses
incurred by the company in serving the City of Moorpark, and other
cities serviced by G.I. Rubbish. Because the revised accounting
reports allocated some costs that were not included in the previous
quarterly reports submitted, staff wants to review this matter with
them.
The agreement between the City of Moorpark and the residential
refuse haulers (Exhibit C - Schedule of Rates) requires the rate
increases to be equally applicable to all residential collectors.
Based on the agreement section noted above, concurrence with the
Anderson increase request, and determination that G.I. Rubbish has
experience at least the same amount of a loss, staff recommends
with consensus of the Public Works, Facilities, and Solid Waste
Committee (Mayor Pro Tem Montgomery and Councilmember Wozniak) that
the City Council approve a monthly residential recycling fee
increase of $0.30 per household.
The Committee also recommends meeting with the residential refuse
haulers within the next few months, in an effort to discuss program
and operating efficiencies. Additionally, prior to the next rate
review, the Committee suggested having an auditor provide a
comprehensive analysis of the rate setting and reporting procedures
for both the Moorpark refuse and recycling programs.
If approved by Council, the single family residential rate in 1993
will be $17.05 ($14.40 base refuse rate, $1.00 AB 939 fee, and
$1.65 recycling fee). As you are aware, when the City implemented
the franchise agreement, the multi -unit customers receiving
curbside barrel service were charged less than the single family
customers. The decision was made to increase the multi -unit
curbside rate incrementally each year until it equals the single
family monthly rate. As was done for the recent refuse rate
increase, the multi unit accounts will also incur a recycling rate
increase as outlined in the attached resolution.

Dear Sirs,
Tonight you have on your E&XX9 XX Calendar an item to grant
our trash haulers an additional $0.30 (30 cents) per month
per household for recycling fees. Since their recycling seems
to be both minimal and sporadic I must object to this increase.
For the past few weeks I have been conducting my own survey,
by watching the way in which the trash is collected from the
six houses on our cul -de -sac. The conclusion is that the only
way to be certain that recycleable material is collected by
the appropriate truck is to have it in the green container with
the lid closed. A pile of cardboard next to the green container
is invariably collected by the general collection truck, the
same is true of stacks of newspapers, even if they are on top
of the green container they are often collected by the general
pick up. Once in a great while there will be a substantial
pile of cardboard and newspapers put out, but no green
container and in that case, the recycleables always go into
the general truck.
If the collection is that careless in an area where one of the
officers of GI Rubbish lives, this cul -de -sac is in sight
of Mike Smith's home, it is probably even worse in other parts
of the city.
Let's not talk about increases in fees until our contractors
start actually doing what we are already paying them for.
