Surveying to Prepare the Design for the Arroyo
Vista Community Park Pedestrian Bridge
BACKGROUND
Last September the City Council approved an Implementation and
Release Agreement with G. H. Palmer (PD-1010) which provides for
the City to take over efforts to complete the design and
construction of the Pedestrian/Equestrian Bridge to serve Arroyo
Vista Community Park. This report requests approval of the
selection of a civil engineer to prepare this design.
DISCUSSION
A. Prior Effort
Some years ago John Dickerson (then of Dickerson &
Associates) was retained by G. H. Palmer to develop the
conceptual design for the subject project. That effort
included a significant amount of interface with the Ventura
County Flood Control District (VCFCD) to determine those
aspects of the design parameters driven by present and future
channel improvements. In order to benefit from this
background investigation, staff asked Mr. Dickerson (now of
VCE Civil Engineering & Surveying [VCE] ) to provide the City
with a proposal for completing the design.
B. City Engineer
In order to allow the City Engineer an opportunity to provide
these services, Charles Abbott Associates was also asked to
provide a proposal. After a review of both proposals and
comparing the costs & benefits of each, it the opinion of
staff that it would be in the best interest of the City to
select VCE to provide these services.
C. Proposal
The Proposal submitted by VCE is attached hereto as Exhibit
'B' of the peclbrq2

D. Agreement
Attached hereto is an Agreement between the City and VCE for
the subject design services.
E. Scope of Work
The Scope of Work required for the subject design effort is
set forth in Exhibit 'A' of the Agreement. Section B3 of
that Exhibit sets forth the tasks perceived to be necessary
to adequately address all of the objectives of the project
(e.g. equestrian use, etc. ) . It is requested that this list
be reviewed by the City Council to confirm that all of the
perceived elements of the desired project will be adequately
considered.
F. Fiscal Impact
This project is included in the Budget for FY 1992/93.

RECOMMENDED ACTION
Staff recommends that the City Council take the following
actions:
1. Approve the design Scope of Work as set forth in Exhibit 'A'
of the attached Agreement.
2. Approve the selection of VCE Civil Engineering & Surveying to
prepare the subject engineering design for the fee quoted in
the Proposal [$49 ,746] .
3 . Approve a ten per cent contingency and authorize the City
Manager to approve additional work, if required, not to
exceed ten per cent (10%) of the contract price; and,
4. Authorize the Mayor to sign necessary contract documents.
