Traffenstedt, Senior Planner March 19, 1993 (CC Meeting of 4 -7 -93) SUBJECT: CONSIDER PROPOSED PUBLIC EDUCATION PLAN RELATIVE TO IMPLEMENTATION OF CITY'S NEIGHBORHOOD PRESERVATION PROGRAM BACKGROUND On December 16, 1992, the City Council directed staff to implement a code enforcement action plan to investigate and abate overcrowding along with an educational plan to include public service announcements. A revised code enforcement action plan (now titled neighborhood preservation plan) is attached. A proposed public education plan is discussed below. We expect to initiate the Neighborhood Preservation Program in April 1993. DISCUSSION Staff proposes the following actions to educate the residents of Moorpark about the City's Neighborhood Preservation Program: News Releases - Two weeks before Code Enforcement is targeted to begin overcrowding related code investigation in a designated area of Moorpark, a news release will be prepared and sent to all local newspapers, including Spanish language publications. Direct Delivery - The Director of Community Development will determine the appropriateness of direct delivery of notices (printed in English and Spanish) to all residential units in targeted areas, prior to initiation of code investigation work. Door -to -door delivery will be done in areas where there is expected to be a high potential for overcrowding related code violations. The delivery of notices will be accomplished at least two weeks prior to the initiation of investigation work by Code Enforcement personnel. The notice will briefly describe the City's Neighborhood Preservation Program and the time period when Code Enforcement personnel will begin investigations in the targeted dot- 03- 19- 9312:45pmC:\WP51\CEO\4 -7CC The Honorable City Council March 19, 1993 Page 2 neighborhood, will describe the City of Moorpark's most commonly violated property code restrictions and public nuisance violations, and will offer residents the opportunity to request a neighborhood meeting to have their questions answered by Community Development Department staff. Video Announcements - Two weeks prior to commencement of code enforcement actions, the Director of Community Development will endeavor to tape video announcements in English and Spanish which briefly explain the Neighborhood Preservation Program. These announcements will be limited to five minutes or less and will be played over the City's Government channels. The character screen for the Government access channels will be used to show scroll announcements regarding the Neighborhood Preservation Program and common code violations. Citizen Link - The City's Citizen Link system allows Moorpark residents to use their home computers and modems to obtain current information on City meeting agendas, public hearing notices, opportunities for appointments to boards and commissions, demographic information, recycling information, recreation programs, and other important events or information. Staff intends to use the Citizen Link system to provide information regarding the City's Neighborhood Preservation Program. Direct Mailing - Once code violations are found, a code violation notice will be directly mailed to the property owner of record and a copy will also be provided to the resident (if different from owner). Neighborhood Meeting - If requested by residents, the Department of Community Development will arrange a neighborhood meeting prior to and /or following initiation of code enforcement overcrowding related investigations. RECOMMENDATION Receive and file the report. Attachment: Neighborhood Preservation Program dot - 03- 19- 93/1:45pmC:\WP51\C60\4 -7CC The Honorable City Council March 19, 1993 Page 3 NEIGHBORHOOD PRESERVATION PROGRAM Purpose: Investigate and Abate Overcrowding Related Code Violations and Enforce Property Maintenance Standards 1. Create Code Enforcement zones by subdividing the entire City into manageable areas (see attached map) . The areas are smaller where there is a past history of code enforcement problems. Those areas that have historically had few problems are larger in size. Emphasis will be placed on a cooperative approach between all responsible agencies and City Departments to ensure that information is shared regarding possible code violations. 2. Two weeks before Code Enforcement enters into a new area, Community Development Department staff will initiate the Neighborhood Preservation Program Educational Program as approved by the City Council. As each designated area of the City is targeted for inspection, the residents in that area will be given notification regarding common code violations and property maintenance standards and will be given the opportunity to correct violations prior to a Code Enforcement personnel visit. 3. Code Enforcement personnel will visit the designated areas one at a time and conduct a detailed walk -by inspection, house by house. Only those violations apparent from the street or other public right -of -way such as alleys will be recorded. The Code Enforcement personnel will also take note regarding a possible overcrowding problem based upon the available evidence. Code Enforcement personnel may ask to inspect the house when they return to conduct the compliance portion of the process. 4. Residents or owners will not be contacted regarding code violations until the entire designated area has been surveyed. If Code Enforcement personnel are questioned, they will simply explain the process and distribute written information regarding the City's Neighborhood Preservation Program. dst- 03- 19- 9312 :45pmC:\WP51 \C80 \4 -7CC The Honorable City Council March 19, 1993 Page 4 5. The information from Code Enforcement personnel investigations will be recorded onto computer generated forms and all violation notices will be mailed to the owner of record. Compliance dates will be adjusted to reflect the seriousness and complexity of the problem. 6.
