Z7 tv93 sy Baldemar Troche Public Works Management Analyst ice` March 8, 1993 (Council Meeting 4 -7 -93) SUBJECT: Consider Authorizing Soliciting Bids for the Acquisition of a Street Marking Truck for Public Works OVERVIEW This presents the specifications for the subject acquisition and request's authorization to solicit bids. BACKGROUND Historically, the City's striping needs have been provided by contract. The budget for Fiscal Year 1992/93 includes funds in the amount of $40,000 for the acquisition of a street marking truck to allow this function to be performed in -house by the Public Works Department. This purchase will improve the cost - effective delivery of this program and enable staff to be more responsive in meeting the striping needs of the City. The specifications were developed with assistance from Dave Roth of the City of Santa Monica, and William Howseman of Dispensing Technology Corporation. The bid documents provide for an add /deduct bid - alternate to allow for the submittal of bids for an alternate fuel powered stencil truck. This will allow staff and City Council to consider ordering the truck with an alternate fuel system. • •Yi ►P" • 1. Approve Specifications and authorize staff to solicit for bids. Bids should be submitted on the Bid Form attached. Additional sheets may be attached for the purpose of itemizing or clarifying the bid, but the total bid amount shall be shown on the City Bid Form. 2. The Specification for the items bid, which have the appropriate affirmative statement or clarification next to each item, shall become a part of the bid. 3. The Total bid price shall be quoted F.O.B. Moorpark (all transportation charges fully prepaid). The bid shall include California sales tax. 4. The deadline for submittal of bids is 4:00 p. m. Monday, May 10, 1993. 5. All bids shall be sealed and marked "Sealed Bid: STENCIL TRUCK -- Do Not Open with Regular Mail." 6. All bids received shall be firm offers good for thirty (30) days from the date of the bid opening. 7. In the event a vendor is prepared to offer the City a discount for the purchase of both items, the amount of the discount should be noted in the "Remarks" section of the Proposal Form. 8. Each bid will be submitted and received with the understanding that the acceptance by the City of Moorpark of the bid to furnish and deliver the items bid shall constitute a contract between the successful bidder and the City which shall bind the successful bidder on his part to furnish and deliver at the price(s) bid and in accordance with the provisions of these Instructions and the Specifications for those items bid. 1 9. The City reserves the right to accept or reject any and all bids and to award a contract to the bidder who best meets the needs of the City. This may include waiver of minor irregularities or discrepancies, or nonconformity to the specifications. Purchase shall be on a best buy basis after due consideration of all relevant factors, including, but not limited to, workmanship, accessibility of parts and service, known evidence of manufacturer's responsibility and record, durability and known operational record of product, price, delivery time and suitability and conformity to City needs and requirements. 10. Bidder shall supply all brand names as specified in the specifications or equivalent. In the event the bidder supplies a substitute item from a manufacturer, other than the brand mentioned in the specifications, the bid should include the necessary submittals (specifications) and justification that demonstrate the item is equivalent. The City, at its sole discretion, shall decide if the substitute item submitted is equivalent to the brand item specified in the specifications. 11. As with other items listed in the specifications, the bidder may adjust the date of delivery. However, bidders are advised that the award of the contract shall be based upon several factors including both price and the date of delivery. 12. All "Standard Equipment" shall be considered included in the bid price. The successful bidder shall supply all items advertised as "Standard Equipment" even if such items are not stipulated in the specifications, unless otherwise clearly excepted in the bid. 13. All materials, workmanship and finish entering into the construction of the equipment must be of high quality and must conform to the character of the equipment and the service for which it is intended to be used and shall be produced by use of current manufacturing processes. "Seconds ", factory rejects and substandard goods are not acceptable. 2 14. VENDORS SUBMITTING BIDS ARE REQUIRED TO SUBMIT THE FOLLOWING INFORMATION WITH THEIR BID: A. A copy of the manufacturer's brochure and specifications for the stencil /utility body being proposed. B. A list of three (3) references of previous clients to whom this or a similar utility body was installed. At least one client must be a City or County in the State of California. 15. The successful bidder shall adhere to the delivery date in the specifications as stipulated or adjusted by the bidder pursuant to Item 11 of these instructions. Failure to meet said delivery date may result in the cancellation of the contract at City's sole discretion. 16. Bids on equipment differing in minor detail from these specifications will be considered. Differences shall be correctly stated and described by the bidder. The intent of these specifications is to describe a fully self contained truck that will spray highway water -base paints for traffic control legends and street curbs, and similar uses. The paint system shall be hydraulic in its operation, shall spray paint by the airless method and will carry all necessary materials for traffic control stenciling, including paint, stencils and cones in a neat and organized fashion. As many weather -proof storage cabinets as possible shall be built (see bid alternate B). A weather -proof tool box shall be built on the left side of the truck under the deck. Bolt on tool boxes will not be accepted. Weather -proof tool boxes shall be approximately 10 cubic feet in size. All doors shall be side hinged, bottom hinged doors will not be accepted. Weather -proof paint reel compartment shall be built on the right rear side of body. Service access doors shall be a minimum of 31" by 20 ". Paint hose reel compartment shall have both top and side access doors. Additionally, the top access door will have a cut out for the spray gun, allowing the gun to be locked into the hose reel compartment without disconnecting the gun from the paint hose. E? Item (Feature) 3. BODY PAINT Answer "YES" or Give Alternate Cab and body sides and bulkhead shall be painted with Dupont acrylic white. Body deck, bumpers and wheels shall be Dupont acrylic white. All metal surfaces to be degreased, sanded and primed prior to painting. 4. BODY CONFIGURATION A. FRONT Bulkhead shall be constructed as a 30 gallon hydraulic reservoir. construction shall be all welded steel plate and welded as part of the body. Outside dimensions of reservoir - 20 inches high x 90 inches wide x 5 inches deep. Reservoir shall be equipped with a 2 inch minimum size fill cap, vent, fluid level indicator and drain plug. B. RIGHT SIDE (curb side) Forward side of body shall contain a recessed paint tray. Approximate size of recessed area - 42 1/2" wide x 26" deep x 22" high. Side skirt of body shall be cut to 9" high from bottom of tray to allow access to paint cans. Six 1 1/2" high x 11 1/2" diameter steel rings to be mounted on a removable tray (diameter of rings shall be of a size to accommodate and prevent 5 gallon paint cans from shifting). Removable tray shall be equipped with lift handles to provide for the tray's easy removal. Paint tray and tray compartment shall be provided with drain holes. 9 Item (Feature) C. RIGHT SIDE (curb side, rear) Right side rear of body shall contain a hose reel compartment. Approximate measurements of the compartment - 34 inches long (curb side) x 22 1/2 inches wide (rear of body) x 22 inches deep. Answer "YES" or Give Alternate Hose reel compartment shall have an access door curb side and shall measure 31 inches wide x 20 inches high. Door shall be designed to open from left to right. Door shall be recessed for protection against the weather. Door handle shall be a lockable, recessed, "T" handle type. Top access to hose reel shall be located in bed of body and shall be covered by a door measuring 31 inches long x 21 inches wide. Door shall be hinged to allow opening from rear to front. Door and locking mechanism shall be designed to protect compartment from the weather. Hose cut outs shall be additionally be constructed in the top access door to allow use of the contained hoses when door is in the closed position. Rear of body panel, at curb side compartment, shall contain dual hose roller assemblies and two recessed, 3" diameter minimum, paint gun solvent bath holster which must be removable for easy cleaning. Holster shall be constructed of steel and shall be large enough to accept a Graco Reverse -A -Clean tip with extension, Speeflo, Airlessco, or approved equal. 10 Answer "YES" or Give Item (Feature) Alternate D. LEFT SIDE (street side) Under body at front section shall contain a 2 shelf tool compartment with removable shelf dividers. Approximate size of compartment shall be 31 inches wide x 21 inches high x 20 inches deep. Compartment door shall be hinged to allow it to open rear to front. Door shall be recessed and constructed to protect compartment from weather. Lock shall be a recessed lockable "T" handle. Under body at rear section of body shall contain a storage compartment with measurements of approximately 34 inches wide x 20 inches high x 20 inches deep. Access to compartment shall be from left side (street side) of body. Door of compartment shall be front hinged to allow it to open rear to front. Door shall be recessed to protect from weather and contain a recessed lockable "T" handle. Approximate size of door - 20 inches high x 32 inches wide. 5. HYDRAULIC RESERVOIR Hydraulic reservoir shall be 30 gallon capacity minimum. It shall be an integral part of the body headboard. It shall be mounted above the pump to provide positive feed. Reservoir shall have incorporated into it a vent, oil filler with strainer, oil drain plug, oil temperature indicator and oil level sight glass. Manually operated shut -off valves shall be included on the lines from the reservoir in the event of a hose breakage. Bolt on hydraulic reservoir tank will not be accepted. 11 Item (Feature) r;M i V4! Liao n IN 9; iT.1 � ! Answer "YES" or Give Alternate Minimum 8.9 GPM at 1000 RPM hydraulic gear pump with electric clutch. Pump shall be engine mounted and dual V belt driven from the crankshaft pulley. Engine speed shall be controlled by a Vernier type hand throttle from the rear of the truck. A 10 micron return line spin on oil filter to be included. Hydraulic controls shall consist of one adjustable pressure regulator valve (0 -1000 PSI), one 2000 PSI minimum gauge to read system pressure, and a 0 -3000 PSI gauge for each paint pump. A needle type flow control valve and ball shut -off valve shall be supplied for each paint pump. Activation of hydraulic system shall be a key operated, cab mounted on /off switch with indicator light. A rear mounted, weather protected, on /off safety switch shall be included. All hoses, piping and fittings to SAE hydraulic rated. Vendor shall include adequate cooling to maintain safe operation of the hydraulic system. 12 Item (Feature) 7. HYDRAULIC CONFIGURATION NO ALUMINUM SHALL BE USED IN THE PAINT DELIVERY SYSTEM. STAINLESS STEEL SHALL BE USED ON ALL WETTED PARTS. The paint system shall include one Graco #987 -619, Speeflo, Airlessco, or approved equal, hydraulic airless paint spray systems consisting of; Graco Viscount 1 -3000 Senator 1.8 GPM airless paint pump, Speeflo, Airlessco, or approved equal, with "Severe Duty" hard chrome over stainless steel lowers mounted on the right side of the headboard. Pump shall be mounted on the right side of bulkhead over the paint tray area. Answer "YES" or Give Alternate Airless pump shall include a suction hose and tube for a 5 gallon paint pail, hydraulic connection hose, quarter turn shut off valve, 60 mesh paint filter and manifold, and high pressure 3300 PSI paint hose. All hoses, fittings, valve and connections shall be pressure tested to 3,300 PSI. One hose reel shall be mounted in hose reel compartment in right rear of body. Hose reel shall be used for airless paint system and shall be a Graco #946 -718, Speeflo, Airlessco, or approved equal, spring rewind, CAL -REZ packed, with 50' of 1/4" high pressure 3300 PSI static grounded hose, hose ball stops, and three foot whip -end hose. No exceptions to hose reel will be permitted. Paint guns shall be Graco #206 -718 Golden guns with 12" extension and "select -A -fan" Graco #206 -310 tip, Speeflo, Airlessco, or approved equal LIST SUPPLIER FOR THE HYDRAULIC CONFIGURATION: 13 Item (Feature), 8. BODY LIGHTS Flush mounted combination stop /back -up /directional tail lights, clearance lights and marker lights shall be included and recessed for their protection. A license plate light shall be mounted on rear of truck. Two strobe type amber warning lights shall be mounted on either side of the cab directly under the arrow board. All wiring shall be protected by metal conduit where wiring may pass through body panels or sheet metal. All lights and reflectors to conform to applicable Federal and California Motor Vehicle Safety Standards. A back up alarm shall be installed for safety. Alarm shall sound when truck is put into reverse whether vehicle is moving or not. 10. PUMP LOCKOUT SWITCH A switch shall be provided which will automatically disengage the hydraulic pump when the gear shifter is moved from the park position. 11. STENCIL RACK Answer "YES" or Give Alternate Shall be constructed of 1" square steel tubing capable of holding 20 stencils stacked on edge. Stencil slots shall be 36" high by 1 3/4" in width. A stencil roller shall be provided at entry to rack and a stop shall be provided on the other end. An underneath the stencil rack for horizontal storage shall be provided. The rack shall be secured by a minimum of four (4) bolts which thread permanently into affixed nuts under the deck, thus making it possible to remove the rack. 14 Answer "YES" or Give Item (Feature) Alternate 12. SAFETY CONE MOUNTING STANDS There shall be four (4) safety cone mounting racks included to accommodate highway safety cones. Z.4 :� '1 One 36" x 7211, tri- function, 25 lamp arrowboard with power lift and 180 degree rotation to be provided (rotate from a horizontal to vertical position electrically as operator may desire). Arrowboard shall have the selective ability to flash, show a progressive arrow or solid on, as the operator should desire. Controls shall be mounted in cab on center of floorboard. Arrowboard shall be located at front of body at the bulkhead and mounted at such a height that will make it visible from both the front as well as the rear of the vehicle. 14. AIR COMPRESSOR • hydraulically driven air compressor shall be supplied. • hydraulic motor will be coupled to a 16 CFM at 100 PSI minimum, air compressor. A toggle switch shall be supplied to turn compressor on and off. Included in this system will be a 10 gallon ASME approved receiver tank which is to be mounted under deck between frame rails, air regulator and gauge, 35' of hose, self -wind hose reel, ball stop and blow off gun. The regulator and gauge shall be located at rear of truck. The air hose reel will be mounted on top of the deck at rear of truck or concealed in tool box below deck on driver side of stencil rack. 15 Item (Feature) 15. DRAWINGS A complete plan view, side view (both sides) and rear view shall be supplied at the time of quotation submittal. The scale drawings shall sufficiently and adequately describe all components /equipment of the stencil truck the vendor proposes to furnish. Vendor shall clearly point out any exceptions taken to specification. Quotations submitted without complete set of drawings will not be accepted. 16. INSURANCE Certification of liability insurance (provided for one year) in the amount of $1,000,000 minimum shall be submitted with quotation. Quotations submitted without this certification will not be accepted. 17. WARRANTY A minimum one year warranty on all equipment furnished with the vehicle shall be provided. Please indicate warranty on cab and chassis. 18. MANUALS Complete manuals shall be provided on all equipment furnished with vehicle. Including but not limited to the following: Answer "YES" or Give Alternate a. Operator's manual for truck and all major components (i.e. pump system, hydraulic system, air compressor, and bead dispensing systems if applicable); b. Shop repair manual for truck and all major components; c. Parts manual for truck and all major components; and d. Electrical schematics for all equipment added to the vehicle. A minimum of 8 hours of start -up training shall be supplied to city by vendor representative. This shall be supplied at no cost to city. The city will video tape the training for future reference. 16 BID PROPOSAL FORMS & SPECIFICATIONS FOR ALTERNATE BID ITEMS Item (Feature) A. ALTERNATE FUEL POWERED Answer "YES" or Give Alternate Vendor shall submit bid for an alternate fuel powered vehicle. Specifications for the Cab & Chassis shall be the same as listed under the CAB & CHASSIS section on page 5 and 6. B. ADDITIONAL TOOL BOXES A weather -proof tool box shall be built into the body under the deck on the street side at front of body behind cab. It shall be a minimum of 10 cubic feet and shall have the same size doors and style locking latches as the other compartments on the vehicle. A top opening access door is not required. As many weather -proof storage cabinets as possible shall be built on the stencil truck. Please indicate proposed quantity (on page 3 of the bid forms) and locations on the drawings submitted. C. WATER DISPENSER A 5 gallon plastic water dispenser shall be included with the vehicle. It shall be mounted on the curb side of vehicle with bracket supplied by dispenser manufacturer. 17 Item (Feature) D. STENCILS A complete set of legend marking stencils shall be supplied with the vehicle. See the following list. (Attach copy of applicable guarantee provisions). Vehicle must be equipped with air pollution and exhaust emission control apparatus, meeting current Federal and State of California requirements. Vehicles and accessories shall conform to the California Vehicle Code, Department of Transportation and, if applicable, to the Safety Orders of the Division of Industrial Safety and current requirements of OSHA. Vendor shall furnish three copies of billing invoice and application for registration of new vehicle.
