SUBJECT: LOT LINE ADJUSTMENT NO. 93 -1 (Union Oil Company of
California)
Background
On March 18, 1993, Union Oil Company filed Lot Line Adjustment 93-
1. This request is to approve a lot line adjustment to move the
northerly property line of Parcel "B" to the City of Simi Valley
Corporate limit line. The purpose for combining existing Parcel
"B" south of Route 118 Freeway with the proposed portion of Parcel
"A" north of the Freeway is to unite into a single parcel, all the
property within the boundary of approved Tentative Tract Map 4565
which is a 20 lot industrial subdivision on approximately 218
acres. The net effect of the multi - jurisdictional Lot Line
Adjustment as it affects Moorpark will be to make an existing
parcel in Moorpark larger by moving the northerly property line of
Parcel "B" to the Simi Valley corporate limit line. This however
does not mean that territory will be exchanged between cities, it
merely means that two cities will no longer share jurisdiction over
this one parcel. This Tentative Tract Map was approved by the City
of Simi Valley in December, 1990 and is now being considered for a
three year extension.
The existing parcel "A ", north of the Freeway, is a legal lot for
which a Certificate of Compliance (CC No. 91 -04 -345) was processed
by the County, signed by the City of Moorpark and also submitted to
the City of Simi Valley. It was not recorded because the lot line
adjustment will supersede it, and result in a new legal lot. The
existing legal parcel "B ", south of the Freeway, is solely in the
City of Simi Valley.
The County of Ventura requests that the City of Moorpark sign the
PMW /LLA approval. Parcel Map Waiver 670 will not be recorded
unless the County also approved and signs the request. There may
be minor changes to the legal descriptions although they have
already been checked three times. The City will receive a copy of
the recorded document. A counterpart document has been signed by
the City of Simi Valley in a different format and also will be
recorded.

All required legal documents have to be reviewed by the County
Surveyor. The Community Development Department has reviewed the
request and determined that it meets all applicable codes and
resolutions.
The Director of Community Development intends to approve the Lot
Line Adjustment on March 24, 1993, with the appeal period ending
April 8, 1993. Pursuant to Resolution 88 -523 the Director has the
authority to approve Lot Line Adjustments. This matter is being
presented to the Council as a courtesy. In the event that the
Council wishes to appeal the Director's decision, it may do so.
Should the Council desire to appeal, it should set a public hearing
date. The next available hearing date is May 5, 1993. If the
Council takes no action then the Director's decision will stand.
