Gilbert, Director of Public Works (1,-- DATE: June 28, 1993 (Council Meeting 7-7-93) SUBJECT: Consider Increasing the Scope of Work to be Provided by Valcon Engineering for the Tierra Rejada Road Widening Project BACKGROUND On April 21 , 1993 , the City Council approved a contract with Valcon Engineering to provide the construction surveying services required for the Tierra Rejada widening project. DISCUSSION A. Recap of Existing Contract Scope of Work Attached as Exhibit 1 is a copy of the current scope of work set forth in the Valcon Contract. The services set forth in this exhibit are limited to construction surveying services known to be required prior to the commencement of construction. B. Additional Services The services described in Exhibit 1 are construction surveying services which were known at the time the contract was awarded to Valcon Engineering, as being required to support the construction effort. Since then it has been determined that certain other services are required of Valcon Engineering, which ^^.'<. cA IF :A Meeting 7 199` tcridl9 ACTION: <d� Valcon Contract July 1993 Page 2 are beyond the Scope of Work set forth in Exhibit 1. Those services are summarized as follows: Estimated Item Cost ($) 1. Design Consultation -- Design clarification and modification is required for 4,720 any major construction project. As you know, Valcon Engineering provided design engineering services to Willdan Associates in the preparation of the project design. It would be appropriate for the City to retain Valcon to provide these services directly to the City. 2. Storm Water Pollution Prevention Plan (SWPPP) -- In order to comply with 1,000 certain NPDES requirements, the contract documents require the contractor to develop a Stormwater Pollution Prevention Plan. That plan must include certain mapping and hydrology information which must be provided by the City. It is recommended that Valcon Engineering be retained to prepare this information. 3. Existing Utility Location -- In that the exact future location of the 2,400 utilities to be relocated were not know when the project design was developed, the design effort did not include the cost of "pot-holing" and locating all of the existing underground utilities. It is now necessary to perform this work in order to clarify the scope of certain removal and reconstruction efforts. Total 8,120 C. Contingency The above work has been authorized by the City Manager up to a Not to Exceed figure which is less than the ten percent contingency ($4,988) previously authorized by the City Council. This report requests approval of a revised scope of work and fee to cover the above described work, plus a ten percent contingency of the revised contract amount. D. Revised Fee Adding the services described above , for the fee amounts indicated, would revise the total fee for services as follows: Existing Fee $49,880 Additional Services S 8 . 120 Revised Total $58 , 000 Contingency (10%) $ 5 .800 Contract Not to Exceed $63 ,800 trmldl7 Valcon Contract July 1993 Page 3 E. Budget These additional expenditures are within the budget and appropriations already approved by the city Council. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Approve an Amendment to the Agreement with Valcon Engineering to add the above described work and increase the contract amount from $49,880 to $58,000; and, 2 Approve a ten per cent (10%) contingency for the above work and authorize the City Manager to approve additional work, if required, for an amount not to exceed ten per cent ( 10%) of the revised contract price. tn,im, • i VALCON ENGINEERING, INC.
