Consider Initiating Proceedings Required to Underground
Utilities on Los Angeles Avenue
This requests authorization to proceed with the steps required to
unde ground the overhead utility facilities located on Los Angeles

A. "Jscription of Proposed Project: It is proposed that the City

roject was feasible. Although the estimated cost of the
roject is expected to exceed $1,000,000, SCE representatives

ome form of the project by drawing upon future Rule 20A
Intitlements.

• Undergrounding will avoid or eliminate an unusually heavy
concentration of overhead electrical facilities.
• The street is extensively used by the general public and
carries a heavy volume of pedestrian or vehicular traffic.
• The street is through a civic area or is a scenic route.

G. Inderaround Utility District: In order to proceed with this
roject, it will be necessary for the City to form an
nderground Utility District to encompass the properties

H. troce s: A general description of the steps required to proceed
ith this "undergrounding" project are summarized as follows:

. Notify SCE of our wish to proceed with this project.
. Work with SCE to define the specific limits and requirements
of the project. SCE would then develop a map of the affected
properties. Said map would be used to define the boundaries
of the required Underground Utility District.
. Adopt an ordinance setting forth 1) the procedures for the
formation of Underground Utility Districts and 2) provisions
for the conversion of overhead utility service laterals to
underground service laterals.
Notify affected property owners and conduct public hearings
and /or town hall meetings to discuss and explaining the
proposed project and the requirements relating to underground
utility service conversions.
• Take action to form the Underground Utility District and
formally request that SCE proceed with the final design and
construction of the project.
• Work with SCE, the other utility companies, affected property
owners and Caltrans on the development of the project design.
• Coordinate the construction efforts; and,
• Provide the community relation efforts required to address
the problems which are often associated with underground
service lateral conversions.
