If it is not feasible undertake the entire project at one time, we will request t the undergrounding extend as far westerly within these its as possible. Si ty -six killowatt (66KV) transmission lines extend from the Ed son sub - station at Los Angeles Avenue and Gabbert Road, to Mi lard Street (just east of Moorpark Avenue), then southerly to th Peach Hill area. uud3 Pi Pa C. 10 Sta 1. 2. 3. , Inc. 2 t is also proposed that the Scope of Work to be provided by icon, Inc. be expanded to include a number of administrative nd coordination tasks required to complete the and construction f the Arroyo Vista Community Park Pedestrian Bridge. When requested to do so by a agency, the electrical utility undertakes the 'undergrounding" of designated overhead electrical facilities. ny telephone and /or cable television facilities located on oles to be removed are required to be placed underground by the wner of those facilities. D. D92-1 t' i n In that the electrical transmission lines long the frontage of the Mission Bell Plaza project were to emain, the undergrounding of electrical distribution, telephone nd cable television facilities were not required to be done ith the construction of this project. However, Assessment istrict 92 -1 funds in the amount of $178,500 have been set side for this purpose. E. cope of Proiect Staff has met with representatives of the outhern California Edison Company (SCE) to discuss the proposed roject. It was their opinion that some form of the proposed roject was feasible. Although the estimated cost of the roject is expected to exceed $1,000,000, SCE representatives tated that they thought that it was possible to proceed with ome form of the project by drawing upon future Rule 20A Intitlements. F. JrJ-t&r'A:In order to be eligible for Rule 20A funds, a project ust be at least 600 feet in length and found to meet one or ore of the following criteria: • Undergrounding will avoid or eliminate an unusually heavy concentration of overhead electrical facilities. • The street is extensively used by the general public and carries a heavy volume of pedestrian or vehicular traffic. • The street is through a civic area or is a scenic route. was the opinion of the SCE representative that the proposed oject met this criteria. uue3 Und rground Utilities Jul ( 1993 Pag 3 G. Inderaround Utility District: In order to proceed with this roject, it will be necessary for the City to form an nderground Utility District to encompass the properties ffected. H. troce s: A general description of the steps required to proceed ith this "undergrounding" project are summarized as follows: It i uudl . Notify SCE of our wish to proceed with this project. . Work with SCE to define the specific limits and requirements of the project. SCE would then develop a map of the affected properties. Said map would be used to define the boundaries of the required Underground Utility District. . Adopt an ordinance setting forth 1) the procedures for the formation of Underground Utility Districts and 2) provisions for the conversion of overhead utility service laterals to underground service laterals. Notify affected property owners and conduct public hearings and /or town hall meetings to discuss and explaining the proposed project and the requirements relating to underground utility service conversions. • Take action to form the Underground Utility District and formally request that SCE proceed with the final design and construction of the project. • Work with SCE, the other utility companies, affected property owners and Caltrans on the development of the project design. • Coordinate the construction efforts; and, • Provide the community relation efforts required to address the problems which are often associated with underground service lateral conversions. anticipated that this project would require approximately two to design and construct.
