Lindley, Assistant to the City Manager June 29, 1993 (CC meeting of June 16) Consider Alternative Proposal for Disposal of West Ventura County Solid Waste Ay 27, the Ventura County Waste Commission called a special ing to hear a proposal developed by Councilmember Campbell from more regarding future disposal of west Ventura County waste. cilmember Campbell's proposal includes postponing any decision ?eldon Canyon to allow for additional time to identify and uate alternative landfill sites. In addition, the proposal mmends denying VRSD's request for a extension for the operation he Bailard Landfill in Oxnard, which would mean that Bailard d close in December 1993. Closing the Bailard Landfill and postponing the Weldon Canyon pro ect leaves the west County without a landfill, with the exception of Toland Landfill that is only permitted to take 135 ton per day. Since the west County needs disposal capacity for approximately 2,500 tons per day, it must rely on another facility. Cou cilmember Campbell's original proposal suggested that west Cou ty waste could be transported to the Simi Valley Landfill. The Sim Valley Landfill is permitted to receive 3000 tons per day, but curl, ur ents receives approximately 900 tons per day. The landfill is per itted to receive refuse for another 12 years and the permit cou d be extended. While feasible from the landfill capacity per pective, transporting west County waste to the Simi Valley Lan fill would significantly increase truck traffic on the 118 and 23 freeways.
