Gilbert, Director of Public Works DATE: August 6, 1993 (Council Meeting 8- 18 -93) SUBJECT Consider Resolution Amending Resolution No. 88 -507 and Repealing Resolution No. 86 -332 Pertaining to the Designation of Stop Intersections in PC -3. ThiE report revises and supersedes the report provided to the City Council at the meeting of August 4, 1993, regarding the pla ement of STOP signs on Pinedale Road. The actions proposed by the attached revised Resolution are summarized on Exhibit 1. F1;V he report previously distributed to the City Council ecommended certain the addition of certain STOP signs which ere not shown on the approved signing and striping plan for ract 4342. Subsequent to the writing of that report it was iscovered that the Signing and Striping plan was in error in hat it did not include a STOP sign required by Resolution o. 88 -507 which designated all of the STOP intersections in hat Tract. The STOP sign which was omitted from that plan, ut identified in Resolution No. 88 -507, is for eastbound raffic on Pinedale Road approaching Clearwood Drive. No urther action is required to place that STOP sign. Staff ill place that STOP sign along with any others which may be pproved by the City Council for that neighborhood. ffF ne of the other STOP signs requested to be installed by the uscany HOA, is for westbound traffic on Pinedale Road pproaching Timberdale Road. If adopted, the attached esolution would amend Resolution No. 88 -507 by adding this TOP sign. stop -pi n2 STOP si ns August 8, 1993 Page 2 C. n making determinations regarding the placement of STOP igns, it should be noted that the purpose of a STOP sign is o control potential points of conflict between vehicles at ntersections by providing an indication of which vehicle has he right -of -way. STOP signs should not be placed merely to TOP the flow of traffic in order to reduce speed. When the raffic volumes do not cause a sufficient number of cross raffic conflicts, drivers often develop the bad habit of rolling" through the STOP intersection. STOP signs should my be placed at an intersection when the nature and number f turning movements indicates a need for controlling otential conflicts. 10 he Tuscany HOA also asked that STOP signs be installed for 11 four legs of the intersection of Pinedale and Clearwood. t is the view of staff that a four -way STOP is not required t this location and that Clearwood should be remain a hrough street as originally proposed by Resolution #88 -507. E. taff also received a request from a representative of the eauville HOA for the placement of a STOP sign at the ntersection of Broadview Drive and Woodhill Drive (sign acing southeast). Staff reviewed the anticipated traffic atterns at that intersection. It was the conclusion of taff that the majority of traffic movements at this ntersection are movements which do not create points of onflict. Most of the traffic at this intersection will be outh -to -east left turns and west -to -north right turns. Staff recommends that the City Council adopt Res lution directing the placement of STOP sign Roa at Timberdale and at Clearwood. stop-pin the attached s on Pinedale RESOLUTION NO. 93 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DESIGNATING CERTAIN INTERSECTIONS AS STOP INTERSECTIONS AND DIRECTING THE PLACEMENT OF STOP SIGNS AT CERTAIN ENTRANCES THERETO [Pinedale /Timberdale and Pinedale / Clearwood] WHEREAS, Section 21351 of the California Vehicle Code authorizes the City to place and maintain, or cause to be placed and maintained, such appropriate signs, signals or other traffic control devices as may be necessary to properly indicate and carry out the provisions of the Vehicle Code or local traffic ordinances or to warn or guide traffic; and, WHEREAS, Section 21354 of the California Vehicle Code authorizes the City to designate any intersection under its jurisdiction a stop intersection and erect STOP signs at one or more entrances the eto; and, HEREAS, the City Council has determined that, in order to better provide for the public health and safety, it is necessary and appropriate to place STOP signs at certain locations. st ma 'A' OW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, FORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That certain intersections are hereby designated > intersections as identified on Exhibit 'A' attached hereto and a a part hereof, and that STOP signs shall be erected at certain "ances to said entrances as identified on the aforesaid Exhibit and described as follows: Stop Street Sign Facing Cross Street Pinedale Road East Timberdale Road Pinedale Road West Clearwood Road Resolution No. 92- Pa 2 Section 2. That the City Manager is hereby directed to pr ide for the installation and maintenance of appropriate signs and markings to effectuate these designations.
