Aguilera, Director of Community Developmento Kathleen Mallory Phipps, Associate Planner 6640 DAB: August 9, 1993 (CC meeting of August 18, 1993) SU JECT: CONSIDER A REPORT BY STAFF REGARDING PRELIMINARY COST ESTIMATES FOR AN ELECTRICAL ENGINEER TO CREATE A PHOTOMETRIC PLAN FOR DOWNTOWN HIGH STREET ROUND The Public Works Facilities and Solid Waste Committee (Mayor Pro Tern Montgomery and Cou,icilmember Wozniak) has reviewed a variety of light fixture types for High Street and settl d upon the nostalgic black cast iron Washingtonian Pole (the pole is actually made of rr arbelite but looks like cast iron). This pole and fixture can be provided by Southern Cali rnia Edison under the LS -1 rate schedule. The pole is owned by Edison and the City pays a nominal charge for energy and maintenance. Over the past two (2) weeks sta has contacted various electrical engineers by phone requesting a preliminary cost for a preparation of a photometric plan(s) for High Street. The first to i purpose of this staff report is to apprise the Council of staff's findings relative to the ntial costs associated with preparing a photometric plan. A photometric plan is the necessary step in order to identify the location and number of street lights required rovide the desired illuminated effects. The consultant chosen to conduct the ometric plan will also prepare a preliminary construction cost estimate. KMP 4"3- 93(2:22pm)A:\DWNTWNLT.MEM a The 2 iorable City Council 9, 1993 ions Pres ntly, there are two (2) 25 -foot tall marbelite light fixtures on the north side of High Strei it and eight (8) 30 -foot tall marbelite lighting fixtures on the south side of High Street; four 4) lights are mounted on wood poles (see Attachment Number 1). All of the existing stye t lights are owned by Southern California Edison and the wood mounted vs. mar elite fixtures are subject to different utility rate fees. The ambiance and beauty of High Street is enhanced by the existing trees on High Streeit. The trees within the downtown will affect the placement of proposed fixtures (see Attachment Number 1). The addition of more lighting relative to existing roadway lighting, street trees (existing and proposed) and benches, planters and trash receptacles (see Atha hment Number 2 map) are design issues which must be carefully considered and add essed in the preparation of a photometric plan for High Street. The Committee recommended the Washingtonian Light Pole, which is a single arm lumi iaire designed for the illumination of pedestrian walkways, sidewalks, and roadways. This type of pedestrian- oriented light is 15 feet in height and is available at an app oximate cost of $1,830.00 each ('). At this time it appears that the City may have the ption of leasing, as opposed to purchasing, the lighting fixture. This method of fina c n ing was developed by SCE in order for cities to upgrade their lighting systems; the imp mention of this financing method for new lighting systems is evaluated on a case-by- Gas basis. The interest rate for a lighting system financed in the aforementioned ma er, is at present 13.3% and could be financed for up to 26 years. The selected street light and related fixture options place the majority of light onto the roadway and reduces the amount of uplight due to its internal shield unit and a second upli ht reflector which acts as an additional shield. The ommittee's suggestion to obtain separate cost estimates was intended to address the 1 iossibility of financial constraints and would allow a lighting plan for only one side of the treet to be implemented if necessary. However, a cost savings may be realized by obtE Ining a single photometric plan which includes both sides of High Street, but which also provides the flexibility for independent construction of lighting on only one side of Hig Street. For the Washingtonian Pole, two acorn lighting fixtures are available: the "king" aco n luminaire by Southern California Edison and the GE (General Electric) acorn lum aire, (see Attachment Number 3 photometric specifications). The proposed light is based upon the LS -1 rate structure. The rate that the City pays for the street light is different depending upon the selected fixture, ligh source, and wattage. The cost to the City to install the selected street light, and bac6d upon the "king" lighting fixture would be $1,830.00 per pole. This cost is a one time ch ge and is referred to as a "contribution in aid" charge. A breakdown of the cost per ligh is as follows: $ 1,078.00 for the single luminaire $ 502.00 in black $ 30.00 one time cabling fee $ 73.00 acrylic coating (is anti graffiti coating and enhances shine of the pole) Totfl $ 1,830.00 per light, to be paid by the City Th above cost for a street light does not include the City's cost to open and close any 1tre ches as well as providing any conduits or structures which may be required by Edn. Rat charges vary depending upon the light source which is selected by the City. For exa ple, if the City selected a Metal Halide (white light) light source, in either the "king" or E design, the monthly rate charge would be roughly 30% higher than the rate charge for igh Pressure sodium, acceptable yellow light. Sta has contacted four electrical engineering companies and has requested preliminary cc estimates for the preparation of a photometric plan(s). The costs associated with the reparation of the photometric plan(s) ranges from $1,500.00 to $5,200.00 for both sid s of High Street (see Attachment Number 5). Th information to be provided by the selected electrical engineer will include the Poll wing: • Recommendations regarding the number of street lights to be installed, including proposed locations; • Recommendations related to the selection of appropriate light fixture and light source (ie., High or Low Pressure Sodium or Metal Halide); • Recommendations pertaining to appropriate wattage levels (photometric levels) consistent with the selected fixture; • An estimated construction cost for the installation of the street lights, including the undergrounding of electrical conduit and transmission lines; • Identification of connecting sources of electrical power and ancillary equipment required. East of Moorpark Aver iue the street width is 50 feet. Between Walnut and Bard Street, the roadway width is approximately 46 feet in width. Further east, the street narrows to roughly 45 feet 6 inch s. East of the Metrolink parking lot, the street then widens to 51 feet; midblock the street narrows to 45 feet 6 inches and then widens to 62 feet 10 inches west of Spring It is Possible, that in the future, the curbs on High Street may be moved in some locations two 2) or three feet to the south. The intent of the proposed street lights will be to illuminate walkways, sidewalks and roadways in order to provide a friendly pedestrian atm sphere. Since the design of the existing street lights will not match the architecture oft a proposed street lights, this may warrant the replacement of existing light fixtures wit proposed decorative street lights. 1. Direct staff to solicit formal bids with electrical engineers in order to retain a consultant to prepare a photometric plan for both the North and South side of High Street or to use the existing phone bids in selecting a qualified electrical engineer. 2. Standard Installation: A standard installation includes an overhead multiple service installation where the Company furnishes bracket or mast arm construction and standard luminaire attached to a wood pole. 2. Other Than Standard Installation: a. where the applicant requests the installation of other than a stan- dard installation and his request is acceptable to the Company, the Company will install the requested equipment provided the applicant agrees to advance the estimated difference in cost installed between such equipment and a standard installation. If, in the opinion of the Company, an existing wood pole could be utilized for said installation, the difference in cost installed shall include no allowance for a wood pole. For an underground service installation, cost installed shall include, but is not limited to. the cost of any necessary conduit, excavating, backfilling and restoring of the pavement in accordance with the Company's specifications. b. The installed cost of the standard installation is established by Commission Decision in the Company's General Rate Case proceeding. C. Advances made for other than a standard installation will not be re- funded. d. All facilities installed shall become and remain the sole property of the Company. 3. Hours of Service: Under the Company's standard all night operating schedule approximately 4,140 hours of service per year will be furnished. Where the customer requests the installation and /or removal of equipment in order to obtain Midnight Service and such request is acceptable to the Company, the Company will comply with such request provided the customer first agrees to pay to the Company the estimated cost installed of any additional equipment required and /or the removal cost of equipment currently installed. Such payments will not be refunded and shall be paid in advance or in installments acceptable to the Company over a period not to exceed three years. Facilities installed in connection with such requests become and remain the sole property of the Company. b. Total non - energy charge(s) shown under the Rates section shall be applicable under this schedule when the Company has been requested to discontinue the existing service by the customer and the customer has stipulated, in writing, that the facilities are to be left in place for future use. S. Removal, Relocation or Modification*of Facilities: a. where street lighting service and facilities are ordered removed by a customer and such facilities, or any part thereof, were in ser- vice for a period of less than 36 consecutive months, the customer shall pay to the Company a nonrefundable amount equal to the total estimated cost installed less any customer contribution, plus the estimated cost of removal less the estimated net salvage value of the facilities. b. Where street lighting service and facilities were ordered removed or modified by a customer and such service and facilities, or their equivalent, are ordered reinstalled within 36 months from the date of the order to remove or to modify, the customer shall pay to the Company, in advance of the reinstallation, a nonrefundable amount equal to the cost of removal or modification of the prior facilities and the estimated cost of such reinstallation. Where street lighting facilities are ordered modified and /or re- located by a customer, the customer shall pay to the Company, in advance of such modification and /or relocation, a nonrefundable amount equal to the estimated cost of such modification and /or relocation. This includes facilities that now serve street light load only, but that may have been installed originally to serve other than street light load. d. Facilities removed or installed remain the sole property of the Company. 6. Requirements and Restrictions: a. The applicant for street light service shall specify the type of service, lamp size, and location of street lights. b. Service shall not be furnished under this schedule where location, mounting height, and /or other considerations are unacceptable to the Company. c. The installation of street lighting equipment and facilities herein - under is contingent upon the Company obtaining easements, rights of way, and highway permits satisfactory to the Company for the required poles, lines, equipment, and facilities. d. In accordance with Rule No. 4, a written contract for a term of not less than one year and not more than five years is required in order to receive street light service under the provisions of this schedule. Timed Auxiliary Power Device Adaptor (TAP): a. Nominal luminaire spacing will be eighty to one hundred feet depending on lamp wattages selected. No metering or service provisions will be furnished for this project. We have reviewed the material you sent to us and our electrical engineering sub - consultant, Jerry Toler, has met with you at the site. The photometric calculations requested are quite straight forward and we would be glad to Provide them for a fee of $4200 for the north side only, or $5200 for the north and south sides. The proposed scope of services is outlined on Exhibit A, attached. Based on our experience in preparing master plans and specific plans, particularly for downtown districts, we suggest that the lighting design for High Street be a carefully coordinated component of an overall vision for a revitalized downtown district. We have prepared, Just last week, a draft master plan for Oxnard's Downtown District. It includes recommendations for the design of streets, including on- street parking, sidewalk widths, street tree plantings and maintenance, traffic control signals, and street lights. It also includes urban, architectural and signage regulations for private development. In essence the document is a new zoning ordinance for the Downtown District, along with a public improvement master plan and implementation plan. The final document will be a very thin, concise, action- oriented policy document that coordinates and prioritizes public and private Improvements to insure the maximum enhancement of the District for each dollar spent. It would be our preliminary recommendation that, in addition to the photometric design services you request, the following issues be considered prior to, or concurrently with, the layout of street lighting fixtures. The ultimate number and width of traffic lanes on High Street and cross streets. The ultimate geometry for on- street parking. Diagonal parking should be seriously considered because of its potential to inexpensively provide the convenient customer parking critical to the success of High Street businesses. Locations of existing and future curb cuts. Ideally, curb cuts on High Street would be prohibited or strictly limited to strengthen the Pedestrian oriented, "downtown" street character. Getting this right, and well coordinated with building setback and facade regulations, is critical to attracting the types of retail, restaurant and entertainment uses that will enliven the Downtown. The ultimate street tree planting design. The pepper trees on High Street are a unique and wonderful amenity, and they need to be carefully integrated into a parking, lighting and pedestrian circulation plan. Does the ultimate planting plan include planting new pepper trees or In- filling with a second compatible species over time? The effect of the new lighting on existing and future storefront glazing and lighting. Certain street fight types which are not designed with sharp cut -off aracteristics can cause high levels of reflective glare in storefront glass, making it difficult to see window displays at night. While we have not included in our fee proposal consideration of the Issues listed above, we would be pleased to discuss these and other issues with you in developing a final scope of services. We do not suggest that planning and implementing improvements to High Street must be a very time consuming or expensive process. We have prepared the draft master plan document for Oxnard in a one -week series of meetings, and are now assembling the draft for public review and comment.
