HAYES, ECONOMIC DEVELOPMENT ITEM I1.1. )RPARK, CALIFC :" cf 10Q ACTION: By MANAG AUGUST 3, 1993 (Meeting of August 18, 1993) ESTABLISHMENT OF PROJECT AREA ADVISORY COMMITTEE AND APPOINTMENT OF MEMBERS On Ja 1xhibit 5, 1989, the City Council adopted, by Ordinance No. 110, the Rede a opment Plan For The Moorpark Redevelopment Project. As part of the Plan a option process the City Council established a Project Area Committee (PAC Ind appointed members from the community to serve on that Committee (see A, Previous Moorpark Redevelopment Agency Project Area Comm t ee Members). The PA was formed and members appointed in accordance with Section 33385 of tiE California Community Redevelopment Law (CCRL). The intent and pure s of the CCRL requirement for a PAC is to assure that low and mode a e income tenants and property owners located within a Project Area, will h Ive a voice as to the formation and adoption of a Redevelopment Plan. Section 33385 of the CCRL states as following, "the legislative body of a city cr county shall call upon the residents and existing community orga i ations in a redevelopment project area, within which a substantial number of low and moderate income families are to be displaced by the rede a opment project, to form a project area committee ". The r-A was established for a period of three (3) years in accordance with sect'o 33386 of the CCRL. There has been no extension of the PAC by the legis 1 1astro. tive body and therefore the PAC has been dissolved by statue. At the i e that the PAC was dissolved there were three members remaining that were a tive and in good standing, which were Rick Tate, Curran Cummings and Rube On J (EDC met shou shou r 26, 1993, the IdSlIR Committee IC - Mayor Paul W. Lawrason Jr. and Councilman Bernardo M. Perez) discuss the need to receive input from the community from a :ee such as PAC. The EDC /AHC recommended that an Advisory Committee be formed (Project Area Advisory Committee) , and that membership consist of five (5) members. The nembers should be selected from the Project Area, three (3) repr nting the residential areas and two (2) from the business community. Since he proposed Project Area Advisory Committee would be sitting as an advir,cry group, their duties and responsibilities would be to send their reco ndations to the Agency for consideration. The E /AHC also recommended that it would be appropriate to appoint the PAAC mbers from the following areas; (1) a resident from the area north of HL Street, to include Virginia Colony, (2) a resident from the area east Moorpark Ave., (3) a resident from the area west of Moorpark Ave. and ) two residents in the City of Moorpark who own business sites or buil ings, or business owners who operate businesses within the Project Area Further, that the Members serve for a term of one (1) year at which time the C ty Council may wish to review memberships, duties and areas of respon3ibilities.
